PUBLIC SERVICES COMMITTEE
Minutes - December 31, 1985
The Whatcom County Council Public Services Committee was
called to order at 4:15 p.m. by Chairperson Cole, with member Bob
Muenscher present, and member Jim Hawley Also in
attendance were Roger DeSpain, Whatcom County Park Department;
Mr. & Mrs. F.B. Travis, Pt. Roberts; Ellen Vaughn, Puget Power,
W.S. Thomas and J.S. Thomas, Delta Cable Television, Ltd.; Bruce
Frickelton, Washington Cable Association; and DeAnne Pullar.
REVIEW OF RATE INCREASE TQ SUBSCRIBERS BY DELTA CABLE
TELEVISION, LTD,
Mr. John Thomas, President of the Delta Cable Television,
Ltd., read his report to the committee regarding the rate
increase and services provided to their subscribers.
There was lengthy discussion on the matter of the rate
increase.
Councilmember Muenscher recommended that the committee have
their legal counsel, Randy Watts, review the tape of this
meeting. Chairman Cole suggested that Delta Cable Television,
Ltd. meet with their subscribers and try to resolve their
differences.
REVIEW DOCUMENT RELATING TO THE PRESERVATION AND A_C_QUISITION OF
PUBLIC ACCESS TO AND USE OF SHORELANDS
Chairman Cole commended Roger DeSpain of the Park and
Recreation Board for the work done in compiling this report.
Roger DeSpain explained the background of this report to the
committee and stated that input from others is needed.
DeAnne Pullar raised some questions about the document.

MUENSCHER MOVED TO RECOMMEND TO THE FULL COUNCIL ADOPTION OF
THE RESOLUTION ENCOURAGING THE PARK AND RECREATION BOARD TO
IDENTIFY METHODS OF ENHANCING PUBLIC ACCESS TO SHORELINES.
The motion carried.
The meeting was adjourned at 5:10 p.m.
