PUBLIC SERVICES COMMITTEE
Minutes -- December 17, 1985
The Whatcom County Council Public Services Committee was
called to order at 2:33 p.m. by Chairperson Cole. Member
present: Jim Hawley; Member absent: Bob Muenscher. Also in
attendance were Councilmember Corky Johnson; Nogie King, Mt.
Baker Watershed; Bob Jurica, Engineering Department; Mr. &
Mrs. F.B. Travis, Pt. Roberts, Wa; Ted Blyth, Pt. Roberts, Wa:
Gleanys Christie, All Point Bulletin; Sara Johnston, Public Works
Department; Brad Bennet, Public Works Department; Marty Harper,
Harper -Owes, Inc; Executive Shirley Van Zanten; Dan Warner.
RESOLUTION AMENDING THE SEWER CONNECTION AGREEMENT NORTH
BELLINGHAM SERVICE AREA
Mr. Paul Rushing presented the committee with a copy of the
proposed changes in the form. Mr. Marty Harper explained the
formula used in establishing the cost per connection on the
contract basis.
There was further discussion on this resolution.
HAWLEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL
A CONTRACT CHANGE CONTINGENT UPON THE ADMINISTRATION SUBMITTING
AN APPROPRIATE SUBSTITUTE RESOLUTION AMENDING THE SEWER CONNEC-
TION AGREEMENT NORTH BELLINGHAM SERVICE AREA.
The motion carried.
REQUEST FROM NOOKSACK VALLEY PUBLIC SCHOOLS REGARDING REMOVAL
OF A STOP SIGN ON THE NORTH SIDE OF THE NORTH PASS ROAD
Ed Henken, Engineering Office, reported from his office
on the stop sign. The Sheriff's office had submitted their
findings and recommended that the south -bound stop sign be
removed.
HAWLEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL THAT
AN ORDINANCE BE PREPARED EFFECTING A CHANGE IN THE THIRD STOP
SIGN AT MINAKER ROAD AND NORTH PASS ROAD AND THE POSSIBILITY OF
ANY LIABILITY SHOULD BE CHECKED INTO.

There was discussion about the extra amount of $3.50 for
a converter and the number of stations received on cable.
Mr. & Mrs. F. Travis, Gleanys Christie, and Ted Blyth, all from
the Pt. Roberts area discussed the Delta Cablevision services.
Chairperson recommended that the Council find that the
Delta Cable Television (Guiness Communications) is not providing
the services represented to the Council and that it be referred
to the Council's attorney for appropriate action.
The Committee shall inform the above - mentioned citizens
from the Pt. Roberts area of any further action taken by the
Council.
HAWLEY MOVED TO RECOMMEND TO THE COUNCIL THAT THE COUNCIL'S
ATTORNEY BE INSTRUCTED TO INSTITUTE APPROPRIATE ACTION REGARDING
DELTA CABLE TELEVISION LTD.'S (GUINESS COMMUNICATIONS) SERVICES
THAT ARE NOT BEING PROVIDED AS REPRESENTED TO THE COUNCIL.
The motion carried.
DISCUSSION REGARDING ORDINANCE PROVIDING FOR AN ANNUAL INTEGRATED
ROADSIDE VEGETATION MANAGEMENT PROGRAM, WHICH MINIMIZES
THE USE OF HERBICIDES AND PROHIBITS THE USE OF HERBICIDES
IN CERTAIN AREAS OF THE COUNTY
Executive Van Zanten presented a memo regarding the Status
of the Citizens' Advisory Committee on Roadside Vegetation
Management as called for in Resolution 85 -17 and spoke about the
ordinance as it applies to the Citizens' Advisory Committee.
There was discussion about this ordinance.
Chairperson Cole submitted proposed amendments to the
ordinance.
HAWLEY MOVED TO RECOMMEND TO THE FULL COUNCIL APPROVAL OF
THE AMENDMENTS PROVIDING FOR AN ANNUAL INTEGRATED ROADSIDE
VEGETATION MANAGEMENT PROGRAM, WHICH MINIMIZES THE USE OF
HERBICIDES AND PROHIBITS THE USE OF HERBICIDES IN CERTAIN AREAS
OF THE COUNTY.
