PUBLIC SERVICES COMMITTEE
Minutes -- April 2, 1985
The Whatcom County Council Public Services Committee meeting
was called to order at 1:25 p.m. by Acting Chairperson Hawley,
with all members present. Also in attendance were Shirley Van
Zanten, County Executive; Paul Rushing, Director of Public Works;
Doug Gill, Sheriff's Department, and Neil Clement, KGMI Radio.

Muenscher nominated Cole as Chairperson.

DAY & TIME
It was decided that the Public Services Committee would
meet at 4 :00 p.m. on Tuesday, the week of Council meetings.
DISCUSSION REGARDING CONTROL OF HORSES AND OFF -ROAD VEHICLES
AT BIRCH BAY
Executive Van Zanten provided background information on
the request by the Birch Bay Chamber of Commerce to control horse
and off -road vehicle traffic on the beach, tide flats and main
county access roads in the Birch Bay area.(see copy of memo dated
March 19, 1985 attached).
Following further discussion, MUENSCHER MOVED THAT THE
PUBLIC SERVICES COMMITTEE RECOMMEND TO THE COUNCIL THAT THE
EXECUTIVE BE REQUESTED TO CREATE AN ORDINANCE CONCERNING THE HORSES
AND OFF -ROAD VEHICLES AT BIRCH BAY AND REPORT BACK TO THE PUBLIC
SERVICES COMMITTEE AND /OR THE COUNCIL, SAID ORDINANCE TO BE
DRAFTED IN CONSULTATION WITH CITIZENS FROM THE BIRCH BAY AREA.
The motion carried.
LIQUOR LICENSE APPLICATION BY RONALD NIELSON AND THOMAS BRADBURY,
POINT ROBERTS SHELLMART, 423 TYEE DRIVE
Executive Van Zanten provided background information
on the liquor license application by Ronald Nielson and Thomas
Bradbury for the Point Roberts Shellmart, 423 Tyee Drive, Point
Roberts.

HAWLEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF
THE LIQUOR LICENSE APPLICATION BY RONALD NIELSON AND THOMAS BRAD,
BURY FOR THE POINT ROBERTS SHELLMART, 423 TYEE DRIVE.
The motion carried.
ORDINANCE DISSOLVING FIRE PROTECTION DISTRICT NO. 20
HAWLEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF
THE ORDINANCE DISSOLVING FIRE PROTECTION DISTRICT NO. 20.
The motion carried.
Executive Van Zanten provided background information on
the dissolution of Fire Protection District No. 20.
The meeting was adjourned at 1 :50 p.m.
