HomeMy WebLinkAboutPublic Services Committee April 16 1985WHATCOM COUNTY COUNCIL PUBLIC SERVICES COMMITTEE Minutes -- April 16, 1985 The Whatcom County Council Public Services Committee was called to order on Tuesday, April 16, 1985, at 4:05 p.m. by Chairperson Cole with all members present. Also in attendance were Ed Henken, County Engineer; Randy Watts, Deputy Prosecu- ting Attorney, and Fred Nowicke, interested citizen. ORDINANCE AMENDING NON - EXCLUSIVE FRANCHISE. DELTA CABLEVISION Chairperson Cole commented on the ordinance amending the non - exclusive franchise granted to Delta Cablevision. HAWLEY MOVED TO RECOMMEND "DO PASS" TO THE FULL COUNCIL, SUBJECT TO THE OUTCOME OF THE PUBLIC HEARING ON MAY 2, 1985. The motion carried. SUMAS DRAINAGE IMPROVEMENT DISTRICT Randy Watts, Deputy Prosecuting Attorney, provided background information on the proposed Sumas Drainage Improvement District. Ed Henken, County Engineer, provided further information. MUENSCHER MOVED TO RECOMMEND TO COUNCIL THAT THE COUNCIL TAKE THE NECESSARY STEPS TO FACILITATE THE ESTABLISHMENT OF THE SUMAS RIVER DRAINAGE IMPROVE1l4I;NT DISTRICT. Following further discussion, Cole restated the motion. The motion carried. Chairperson Cole asked that Mr. Watts and Mr. Henken prepare a procedural list for the Council meeting on April 18th. OTHER BUSINESS Muenscher stated that the ordinance regarding the use of horses on the County right -of -way in Birch Bay was now prepared. He provided background information on the procedure that will need to be followed, since the ordinance contains language that sets up penalties for violations. There was discussion on drafting an emergency ordinance for adoption at the April 18th meeting, which would put the ordinance in effect by May 1st. Public Services Committee April 16, 1985 Page 2 Chairperson Cole stated that the recommendation from the Public Services Committee to the full Council is that there be an emergency ordinance and a permanent ordinance drafted for introduction at the April. 18th Council meeting.
