PLANNING AND DEVELOPMENT COMMITTEE
Minutes -- March 26, 1985
The Whatcom County Council Planning and Development Committee
was called to order at 3:05 p.m. on Tuesday, March 26, 1985
by Chairman Muenscher. Also in attendance was Committee member
Johnson; Bob Jurica, Engineering; Bill Trimm and Vernon Umetsu,
Planning; Donovan Kehrer, Buildings and Code Administration;
Jerry Mixon, SEPA Official; Andy Fernando, Bellingham Herald,
and other concerned citizens as noted on the attached list.
PETITION FOR ROAD VACATION - LOWE AVENUE, FILED BY D. GRIFFIN
Vernon Umetsu, Planning Department, provided background
information on the Planning Department's recommendation of denial
for the petition for a road vacation of a portion of Lowe Avenue
filed by Donald D. Griffin.
Bob Jurica, Engineering Department, provided the Engineering
Department's recommendation of approval of the petition.
Following discussion on the petition, JOHNSON MOVED TO
RECOMMEND TO THE COUNCIL "DENIAL" OF THE PETITION FOR ROAD VACA-
TION OF A PORTION OF LOWE AVENUE FILED BY DONALD D. GRIFFIN.
The motion carried.
HEARING EXAMINER RECOMMENDATIONS - " DODSON MOBILE HOME PARK ",
FILED BY W.L. DODSON
Donovan Kehrer, Buildings and Code Administration, submitted
a memo dated March 26, 1985, clarifying the location of the zone
line with regard to Mr. Dodson's application for a zoning con-
ditional use permit, preliminary plat design and design variance
approval to create a 29 -space mobile home park.
Campbell Kintz, Hearing Examiner, recommended to the Committee
that they accept Mr. Kehrer's interpretation of the boundaries.
Bill Trimm, Planning Director, explained the situation
further.
Following further discussion, Chairman Muenscher allowed
members of the audience to address the Committee on this issue.
He stated that testimony would only be limited to the record,
and no new testimony would be allowed at the Committee level.
Peter Raap Answered Johnson's question with
1295 Bradley Rd. regard to upkeep of the proposed
Lynden, WA 98264 mobile home park.

Merle Hitchcock Expressed concern about the
8664 Vinup Rd. water situation and what would
Lynden, WA 98264 happen to surrounding property
owners' wells.
Following further discussion, JOHNSON MOVED TO FORWARD
THE HEARING EXAMINER RECOMMENDATIONS REGARDING THE APPLICATION
OF W.L. DODSON FOR A ZONING CONDITIONAL USE PERMIT, PRELIMINARY
PLAT AND DESIGN VARIANCE APPROVAL TO CREATE A 29 -SPACE MOBILE
HOME PARK TO BE KNOWN AS " DODSON MOBILE HOME PARK ", TO THE
FULL COUNCIL WITHOUT A COMMITTEE RECOMMENDATION.
Chairman Muenscher explained the motion to members of
the audience and explained the Committee process.
The motion carried.
The meeting was recessed at 4:05 p.m. The meeting reconvened
at 4:07 p.m.
ORDINANCE AMENDING SECTION VI.A.1.05.2, LAKE WHATCOM SUBAREA
COMP. PLAN
Donovan Kehrer explained the background on the proposed
ordinance.
JOHNSON MOVED TO RECOMMEND "APPROVAL" TO THE FULL COUNCIL
OF THE ORDINANCE AMENDING SECTION VI.A.1.05.2 OF THE LAKE WHATCOM
SUBAREA COMPREHENSIVE PLAN FOR THE PURPOSE OF INCLUDING TRACT Y
OF SUDDEN VALLEY INTO THE LANGUAGE OF THAT SECTION, AND INCLUDING
NEW LANGUAGE THAT WAS INADVERTENTLY DELETED UPON PUBLICATION.
The motion carried.
REQUEST BY MR. LEONARD ANDERSON TO DISCUSS A PROPOSED VACATION
OF A PORTION OF THOMAS ROAD BY TRILLIUM CORPORATION
Johnson asked Mr. Anderson to explain to the Committee
the proposed vacation.
Leonard Anderson Explained that the Trillium
4529 Guide Meridian Corporation, in conjunction with
the CORDATA development, was
looking at vacating a portion
of Thomas Road. He explained
why he was opposed to the proposed
road vacation.

Bill Trimm, Planning Department, provided information
on the Trillium Corporation's Planned Unit Development application
(PUD) and explained the process to Mr. Anderson. Mr. Trimm
stated he would note Mr. Anderson's concerns and present them
to the Technical Review Committee when they work on the Trillium
Corporation's application.
OTHER BUSINESS
Campbell Kintz announced that many of the people in the
audience were in attendance to speak about an application for
a proposed "survival games" site. He explained that this applica-
tion will be heard at a public hearing held by his office on
April 4th, and he recommended that members of the Committee
confer with legal counsel to determine if the Committee should
hear testimony on this issue. Mr. Kintz left the meeting.
Chairman Muenscher explained the procedure that will be
followed with regard to the application and explained that the
place for public testimony would be at the Hearing Examiner's
public hearing on April 4th.
An unidentified citizen from the audience asked a question
about the procedure.
Chairman Muenscher explained the proper times for citizens
to lobby their Councilmembers during the process.
Bill Trimm explained the process further.
JOHNSON MOVED TO ADJOURN THE MEETING.
The motion carried.
The meeting was adjourned at 4:30 p.m.
