Also in attendance were Committee member Roehl; Bill Trimm, Planning Director; Sandy Palm, Planning Department; Donovan Kehrer, Bureau of Building and Codes Administration; and Karl VanderPloeg. LOOM ZIA3 a" M-116 1 D"19 WRINIM-91 FROM • M COUNTY CODE TO THE INTERIM ZONING ORDIMANCE 2,24,270 Bill Trimm explained the background on the ordinance amending Ordinance #85 -32 changing the section amended from Whatcom County Code 20.40 to the Interim Zoning Ordinance 2.24.270. ROEHL MOVED TO RECOMMEND "DO PASS" TO THE FULL COUNCIL OF THE ORDINANCE AMENDING ORD. #85 -32 CHANGING THE SECTION AMENDED FROM WHATCOM COUNTY CODE 20.40 TO THE INTERIM ZONING ORDINANCE 2.24.270. The motion carried. ORDINANCE AMENDING THE INTERIM ZONING ORDINANCE TO ALLOW FOR SAND OR GRAVEL EXTRACTION WITHIN THE AGRICULTURAL DISTRICT Sandy Palm, Planner, explained the background on the ordinance. Karl VanderPloeg explained where the property that he is interested in removing gravel from is located. Following discussion between Committee members and the staff members present, ROEHL MOVED THE FOLLOWING AMENDMENT TO THE ORDINANCE: Page 2, last paragraph, to read as follows: "IT IS WHATCOM COUNTY'S INTENTION TO PROTECT THE VALUE, USE AND ENJOYMENT OF ADJACENT PROPERTIES, AS WELL AS PROVIDE FOR SUBSEQUENT AGRICULTURAL OR RELATED USES OF THE SITE. THE HEARING EXAMINER SHALL CONSIDER AND MAY IMPOSE THE FOLLOWING AS CONDI- TIONS OF APPROVAL IN ORDER TO FURTHER THE ABOVE OBJECTIVES:" The motion to recommend "do pass" of the ordinance amending the Interim Zoning Ordinance to allow for sand or gravel extrac- tion within the Agricultural District, as amended, carried. AND THE OFFICIAL WHATCOM COUNTY ZONING ORD., TITLE 20 W.C.C. - BED AND BREAKFAST Bill Trimm explained the background on the ordinance temporarily amending the Whatcom County Interim Zoning Ordinance, Chapter 2.24 of the Whatcom County Code and the Official Whatcom County Zoning Ordinance, Title 20 W.C.C., to allow temporary bed and breakfast establishments in specified zone districts as a permitted use subject to administrative approval only during the period from April 1, 1986 through November 30, 1986. Following further discussion on the ordinance, ROEHL MOVED TO RECOMMEND "DO PASS" TO THE FULL COUNCIL OF THE ORDINANCE TEMPORARILY AMENDING THE WHATCOM COUNTY INTERIM ZONING ORDINANCE, CHAPTER 2.24 OF THE WHATCOM COUNTY CODE AND THE OFFICIAL WHATCOM COUNTY ZONING ORDINANCE, TITLE 20 W.C.C., TO ALLOW TEMPORARY BED AND BREAKFAST ESTABLISHMENTS IN SPECIFIED ZONE DISTRICTS AS A PERMITTED USE.SUBJECT TO ADMINISTRATIVE APPROVAL ONLY DURING THE PERIOD FROM APRIL 1, 1986 THROUGH NOVEMBER 30, 1986, SUBJECT TO THE OUTCOME OF THE PUBLIC HEARING ON JULY 11TH.
