PLANNING AND DEVELOPMENT COMMITTEE
Minutes -- January 8, 1985
The Planning and Development Committee was called to order
at 1:50 p.m. by Chairman Roehl, with Committee member Hansey
also in attendance. Also present at the meeting were Bill Trimm,
Planning Director; Campbell Kintz, Hearing Examiner; Dave Langford,
Fire Marshal; Donovan Kehrer, Director of Buildings and Code
Administration; Rick Fackler, Bellingham Planning Department;
Harry Fulton; E.F. Gluck; N.E. Shearer, and K. Anderson from
the Herald.
APPLICATION OF G & L INDUSTRIES, INC. - "NATURE'S NORTHWEST
CAMPGROUND"
Mr. Kintz, Hearing Examiner, explained the proposal and
Hearing Examiner recommendations regarding the application of
G & L Industries, Inc., for a conditional use permit and
preliminary plat approval to create a 100 -lot recreational
vehicle park known as "Nature's Northwest Campground ".
Mr. Fulton, speaking on behalf of the applicant, stated
that G & L Industries, Inc., concurred with the recommendations.
HANSEY MOVED TO RECOMMEND APPROVAL TO THE COUNCIL OF THE
APPLICATION OF G & L INDUSTRIES, INC., FOR A CONDITIONAL USE
PERMIT AND PRELIMINARY PLAT APPROVAL TO CREATE A 100 -LOT
RECREATIONAL VEHICLE PARK KNOWN AS "NATURE'S NORTHWEST CAMPGROUND."
The motion carried.
REVIEW OF THE CITY OF BELLINGHAM'S PROPOSED ANNEXATION POLICY
AND ORDINANCE
Chairman Roehl turned the meeting over to Bill Trimm and
Rick Fackler. Mr. Trimm explained the background of the County's
interest in Bellingham's proposed annexation policy and ordinance
with regard to issues related to the County.
Mr. Fackler provided background on the City's intent of
the policy and ordinance, and then he went through each policy
individually and commented on them, answering questions as they arose.
Chairman Roehl asked Executive Van Zanten to submit the
County's concerns and any requests for changes to the City of
Bellingham, after having met with Bill Trimm and Donovan Kehrer
to outline those concerns.

CORRESPONDENCE FROM VICTOR DRACHE
Chairman Roehl explained the background regarding Mr. Drache's
correspondence and request. Chairman Roehl requested that
Victor Battson, County Assessor, and Jerry Mixon, SEPA Official,
get together and send a letter to Mr. Drache explaining their
answer to Mr. Drache's question about replacing the lot line that
had previously been vacated.
PEACEFUL VALLEY CORRESPONDENCE
Chairman Roehl explained the background regarding the
correspondence regarding the Peaceful Valley application.
Chairman Roehl requested that the staff send a letter to Jack
Swanson and Mary Swenson (as well as the Engineering Department)
and ask them to let us know what the status of their discussions
are. This item will be scheduled for the next Planning and
Development meeting.
The meeting was adjourned at 3:00 p.m.
