HomeMy WebLinkAboutPlanning and Development February 26 1985WHATCOM COUNTY COUNCIL PLANNING AND DEVELOPMENT COMMITTEE Minutes -- February 26, 1985 The Planning and Development Committee was called to order at 3:10 p.m. by Chairperson Muenscher, with Committee member Roehl in attendance. Also present at the meeting were: Donovan Kehrer, Buildings and Code Administration; Bill Trimm, Planning Department; Vernon Umetsu, Planning Department; Jerry Mixon, Buildings and Code Administration, and Pete Bouma, citizen. PETITION FOR LOT LINE VACATION -- B.R. SIBBALD Jerry Mixon, Buildings and Code Administration, briefed the Committee on the progress of the evaluation of the lot line vacation procedures with regard to eventually handling them administratively, rather than through the Council. ROEHL MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE PETITION FOR LOT LINE VACATION FILED BY B.R. SIBBALD, FOR VACATION OF THE LOT LINE BETWEEN LOTS 118 AND 119, DIVISION 2, PLAT OF SUDDEN VALLEY. The motion carried. PETITION FOR LOT LINE VACATION -- RICHARD L. BROOKS Donovan Kehrer, Buildings and Code Administration, provided background information on Mr. Brooks' application. The staff recommendation is that the petition be denied for the following reasons: 1. Lot 52 is owned by Richard L. Brooks, a single person, and Leo F. Brooks, Jr. and Toni K. Brooks, a marital community -- neither Leo or Toni Brooks have signed the petition for lot line vacation, and Richard Brooks is not the sole owner. 2. Lot 51 is purchased on a real estate contract between Jack Woo, Henry Woo, and Pearl Woo, each as their separate property, and Richard L. Brooks and Marianne Brooks -- neither Henry Woo, Pearl Woo or Marianne Brooks have signed the petition for lot line vacation. ROEHL MOVED TO RECOMMEND DENIAL OF THE PETITION FOR LOT LINE VACATION FILED BY RICHARD L. BROOKS AND REQUEST THE CLERK TO WRITE A LETTER TO MR. BROOKS EXPLAINING WHY. The motion carried. Planning and Development Committee Minutes -- February 26, 1985 Page 2 PETITION FOR LOT LINE VACATION -- ELIZABETH MCM I LLAN ROEHL MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE PETITION FOR LOT LINE VACATION FILED BY ELIZABETH MCMILLAN, FOR THE VACATION OF THE LOT LINE BETWEEN LOTS 73 AND 74, BLOCK 15, DIVISION 8, PLAT OF PARADISE LAKES COUNTRY CLUB. The motion carried. PETITION FOR ROAD VACATION -- HOLEMAN AND SIMONARSON, ET AL Vernon Umetsu, Planning Department, explained the background information on the petition for the vacation of unimproved Celia Drive filed by C.W. Holeman and Arni Simonarson, et al. ROEHL MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE PETITION FOR VACATION OF UNIMPROVED CELIA DRIVE EXTENDING SOUTHWESTERLY A DISTANCE OF APPROXIMATELY 120 FEET FROM HOLEMAN AVENUE, FILED BY C.W. HOLEMAN AND ARNI SIMONARSON, ET AL, CONTINGENT UPON RECEIPT OF THE ENGINEER'S REPORT AND THE PAYMENT OF THE FAIR MARKET VALUE OF THE PROPERTY. The motion carried. OTHER BUSINESS Pete Bouma requested further information on the lot line vacation process. Roehl explained it further.
