HomeMy WebLinkAboutFinance Committee October 15 1985WHATCOM COUNTY COUNCIL FINANCE COMMITTEE Minutes -- October 15, 1985 U The What—com County Council Finance Committee was called to OxOer•at 2-:2,0 pm. -by Chairperson Becker with all members present except Cd1e,who arrived at 3:05 p.m. Also in attendance were Counczlmemberw'ftenscher and - Hawlex; Shirley Van Zanten, County Executive; "Tom SuttreYZ- Budget Director; Jim Kresge, Engineering Department; Colleen Bates, Public Works Accounting; Peggy Motes Ba11, Mental.:Sealth Department; Ron Pounder, Concerned Christian Citizens; Lynn'= Petersgn, concerned citizen; Carolyn Casey, Bellingham Herald, and Neil Clement, KGMI. Executive Van Zanten stated that site had two items to add to the Finance Committee's agenda: a bid award for an extended body van, and a contract addendum for Arnold, Arnold and Associates. -ORDINANCE TO .REVISE. 1.985 MENTAL HEALT1I FTTND BUDGET HANSEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE dilbIrV1'NCE TO REVISE THE 1985 MENTAL HEALTH FUND BUDGET. Chairperson Becker explained the ordinance. The motion carried. BID AWARD -- EUENDAD :BQDY VA£1 Executive Van Zanten .explained the background on the request to-award the b:id for an extended body van to Diehl Ford Inc., in the aftunt of $15,151,57, including sales tax. Jim Kresge, Engineering Department, explained further. HANEEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF -THE 'BID AWARD FOR AN EXTENDED BODY VAN TO DIEHL FORD INC., IN THE AMOUNT OF $15,151.59, INCLUDING SALES TAX. The motion carried. Executiv:e.Van Zanten .explained the background on the 0oneract addendum for Arnold, Arnold and Associates. There was discussion on the contract and on the contract addendum. HANSEY.MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE CONTRACT ADDENDUM FOR ARNOLD, ARNOLD, AND ASSOCIATES. The motion carried. It was decided to hold this agenka item until later in the meeting until Randy Watts, Civil Deputy Prosecutzng,..Attorney, could be present to explain the recommend b4 d ahges. QRDINANCE ,:::ON° VZgNAGE PREGNANCY PREVENTION Chairperson Becker explained the background on the ordinance on tedhage pregnancy prevention. Executive Van 2anten explained her views on the proposed or- dinance. Hawley spoke against the ordinance. Ron Polinder, Concerned Christian Citizens, spoke in support of the ordinance. Muenscher spoke in support of the ordinance. Lynn Peterson, concerned citizen, spoke on possible outside sources of fuhding for a teenage pregnancy prevention program. Hansey- spoke in support of looking at the 1986 budget first before supporting a new program. Cole spoke in support of the ordinance. HANSEY MOVED TO AMEND THE ORDINANCE WITH THE FOLLOWING: Page 1, line 15, to read as follows: "...recognizes the legal right of individuals to obtain la*f -u-1- abortion..." Hansey spoke to the motion. The motion to amend the ordinance carried. The motion to amend failed. COLE MOIED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE ORDINANCE ON TEENAGE PREGNANCY PREVENTION AND MAKING AN APPRO- P,RlAT4N "FROM T'HE :CURRENT EXPENSE FUND FOR SUCH PURPOSE, AS AMENDED, The motion carried. 0$D_INANCE :AMMENDII 7 ORDINANCE NO. 79 -42, CLAIMS PROCED�JRE- The d1,scussion was continued on the ordinance amending ordinance no. 79 -42, establishing new procedures for processing claims, draft 4, recommended changes by Prosecuting Attorney. Cole requested that a letter be drafted by Randy Watts inaicat3ng - <that it is not the intention of the ordinance to cover Vie; =-fain lawsuits. COLE MOVED T.0 AMEND PAGE 3 OF THE ORDINANCE AS FOLLOWS: 13ne 1, place a period after "($25,000.00)," and delete ttre comma line 1:; delete the following phrase: "and authority for settlement ;of all tort claims against the County where the amount to be paid in the settlement is more than Twenty - )?- a "Thousand Dollars ($25,000.00) or less, with the approval of the Whatcom County Executive."
