October 1, 1985
The Whatcom County Council Finance Committee was called to
order at 2 :20 p.m. by Chairperson Becker, with Committee member
Cole present. Also in attendance were Councilmembers Muenscher
and Hawley, and others as noted on the attached list.
Tom Sutberry, Budget Director, requested that Peggy Ball be
allowed to present the agenda items for the Mental Health
Department at the onset of the meeting.
REQUEST FOR OVERLIMIT TRANSFER, INVOLUNTARY TREATMENT ACT_.
FUND, MENTAL HEALTH DEPARTMENT
REQUE5T FOR OVERLIMIT TRANSFER, DRUG ABUSE FUND, MENTAL HEALTH
DEPARTMENT
EMERGENCY ORDINANCE TO REVISE THE 1985 MENTAL HEALTH FUND BUDGET
Peggy Ball explained the background on the following agenda
items:
a) an overlimit transfer request in the Involuntary
Treatment Act Fund, Mental Health Department, in the
amount of $8,205.00
b) an overlimit transfer request in the Drug Abuse Fund,
Mental Health Department, in the amount of $8,423.00
c) an emergency ordinance to revise the 1985 Mental Health
Fund budget.
COLE MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE
FOLLOWING: OVERLIMIT TRANSFER IN THE INVOLUNTARY TREATMENT ACT
FUND IN THE AMOUNT OF $8,205.00; OF THE OVERLIMIT TRANSFER IN THE
DRUG ABUSE FUND IN THE AMOUNT OF $8,423.00, AND THE EMERGENCY
ORDINANCE TO REVISE THE 1985 MENTAL HEALTH FUND BUDGET.
The motion carried.
ORDINANCE AMENDING THE AUDITOR'S BOND
Joan Ogden, County Auditor, explained the background on the
ordinance amending the Auditor's bond.
COLE MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE
ORDINANCE AMENDING THE AUDITOR'S BOND, AND THAT THE OFFICE OF THE
PXECUTIVE BE REQUESTED TO REVIEW THE BOND AMOUNTS OF THE OTHER
jUNTY EMPLOYEES, AND IF THERE APPEARS TO BE NEED FOR A CHANGE IN

ANY OF THE AMOUNTS, THAT THE EXECUTIVE MAKE THE APPROPRIATE
RECOMMENDATION FOR CHANGES.

ORDINANCE TO REVISE THE 1985 CURRENT EXPENSE FUND, JAIL BUDGET
Executive Van Zanten explained the background on the
ordinance to revise the 1985 Current Expense Fund, Jail budget
therein.
COLE MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE
ORDINANCE TO REVISE THE 1985 CURRENT EXPENSE FUND, JAIL BUDGET
THEREIN, WITH THE AMOUNT OF THE REVISION AMENDED TO $15,000.00.
The motion carried.
Executive Van Zanten explained the background on the
ordinance adopting a revised 1985 budget for the Community
^conomic Revitalization Board (C.E.R.B.) Fund.
COLE MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE
ORDINANCE ADOPTING A REVISED 1985 BUDGET FOR THE COMMUNITY
ECONOMIC REVITALIZATION BOARD (C.E.R.B.) FUND.
The motion carried.
BID AWARD FOR FOUR 3/4 TON PICKUP TRUCKS, BELLINGHAM CHIR SI,ER
CENTER, FOR A TOTAL BID OF $39,853,06, INCLUDING SALES TAX
Executive Van Zanten explained the background on the request
for approval of a bid award for four 3/4 -ton pickup trucks to the
low bidder, Bellingham Chrysler Center, for a total bid of
$39,853.06, including sales tax. Willard Fry, Motor Pool,
explained further.
COLE MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE
BID AWARD FOR FOUR 3/4-TON PICKUP TRUCKS TO THE LOW BIDDER,
BELLINGHAM CHRYSLER CENTER, FOR FOUR DODGE D2L62 TRUCKS AT
$9,992.36 EACH, FOR A TOTAL BID OF $39,853.06, INCLUDING SALES
TAX.

Roger Almskaar, realtor, distributed a handout entitled
"Proposed Draft Guidelines for Compensation to Realtors" (see
attached) with regard to the sale or lease of property owned by
the County.
There was discussion on Mr. Almskaar's proposal. It was
requested that Mr. Almskaar set up a meeting at some point in the
future to discuss this matter, as well as potential conflicts, if
any, with state law. There was further discussion on the
proposal.
The meeting was recessed at 3:00 p.m. The meeting recon-
vened at 3:05 p.m.
REQUEST FOR APPROVAL OF OVERLIMIT TRANSFER IN THE PARK OFF -ROAD
VEHICLES FUND, X$13,950.00
Roger De5pain, Parks and Recreation Director, explained the
background on the request for overlimit transfer and recommended
.t no action be taken by the Council or Finance Committee at
this time until a more firm amount can be determined for the cost
of an Environmental Impact Statement on the proposed Sumas
Mountain ORV Park.
A representative of "Save Sumas Mountain ", Mary, spoke
against the expenditure of monies on the proposed ORV park on
Sumas Mountain.
There was discussion on the proposed Sumas Mountain ORV
Park.
Roger DeSpain explained the background on the request for
approval of an overlimit transfer in the County Park Fund in the
amount of $6,332.00.
COLE MOVED TO RECOMMEND APPROVAL OF THE OVERLIMIT TRANSFER
IN THE COUNTY PARK FUND IN THE AMOUNT OF $6,332.00.

Chairperson Becker added the following ordinance to the
agenda:
An ordinance amending ordinance -no. 79 -42 which is
codified in Whatcom County Code 3.12 to establish new
procedures for processing claims, and further repealing
resolution 80 -72 as codified at 3.12.015 of the Whatcom
County Code (draft 3 dated September 30, 1985)
Chairperson Becker explained the background on the ordin-
ante.
