Also in attendance were Councilmembers Will Roehl, Bob Muenscher and Jim Hawley; Shirley Van Zanten, County Executive; Tom Sutberry, Budget Director, and others as noted on the attached list. RESOLUTION - EXTENSION OF AGREEMENT WITH HARPER -OWES, PHASE 2, NOR -BELL PROJECT, FERNDALE WASTEWATER TREATMENT PLANT This item will be postponed at the request of Paul Rushing until the next Finance Committee meeting. ORDINANCE - REVISE WHATCOM COUNTY CURRENT EXPENSE FUND, PUBLIC DEFENDER'S BUDGET Jill Bernstein, Public Defender's office, provided background information on the ordinance to revise the 1985 Whatcom County Current Expense Fund, Public Defender's budget therein. Following discussion on the ordinance, COLE MOVED TO RECOM- MEND "DO PASS" ON THE ORDINANCE TO REVISE THE 1985 WHATCOM COUNTY CURRENT EXPENSE FUND, PUBLIC DEFIi ;NDER'S BUDGET THEREIN. The motion carried (2-1, Hansey). REVIEW RECOMMENDATIONS FOR BID AWARD FOR OFFICIAL NEWSPAPER Joan Ogden, County Auditor, presented a memo dated May 14, 1985 (see attached) showing the breakdown of the costs per character on the proposals by the Bellingham Herald and the Westside Record Journal. Following discussion, HANSEY MOVED TO RECOMMEND APPROVAL OF THE LOW BID OF WESTSIDE RECORD JOURNAL. The motion carried. EXECUTIVE ITEMS OVERLIMIT TRANSFER REQUEST, $25,966.00, RIVER IMPROVEMENT FUND Colleen Bates, Public Works Accounting, explained the back- ground on the request for an overlimit transfer in the amount of $25,966.00 within the River Improvement Fund. COLE MOVED TO RECOMMEND APPROVAL OF TIIE OVERLIMIT TRANSFER REQUEST IN THE AMOUNT OF $25,966.00 `'1ITHIN THE RIVER IMPROVEMENT FUND. The motion carried. Finance Committee Mine. as May 14, 1985 Page 2 BID AWARD - PETROLEUM FUELS TO BOSMAN FUELS IN THE AMOUNT OF $303,367.00 Nat Dickinson, Purchasing Department, explained the background on the recommendation of the bid award for petroleum fuels to Bosman Fuels in the amount of $303,367.00. Following discussion on the bid award, COLE MOVED TO RECOMMEND APPROVAL OF THE BID AWARD FOR PETROLEUM FUELS TO BOSMAN FUELS IN THE AMOUNT OF $303,367.00. The motion carried. BID AWARD - TRUCK - MOUNTED EXCAVATOR TO AIRPRO EQUIPMENT, INC., IN THE AMOUNT OF 114,622.17 Marlen IIansen, Road Maintenance and Operation, explained the background on the recommendation of the bid award for a truck - mounted excavator to Airpro Equipment, Inc., in the amount of $114,622.17. Following discussion on the bid award, HANSEY MOVED TO RECOMMEND APPROVAL OF THE BID AWARD FOR A TRUCK - MOUNTED EXCAVATOR TO AIRPRO EQUIPMENT, INC., IN THE AMOUNT OF $114,622.17. The motion carried. BID AWARD - RIPAIR OF NUGENT ROAD ON LUMMI ISLAND, TO ONE -WAY CONSTRUCTION, IN THE AMOUNT OI`' $47,017.24 HANSEY MOVED TO RECOMMEND APPROVAL OF THE BID AWARD FOR THE REPAIR OF NUGENT ROAD ON LUMMI ISLAND TO ONE -WAY CONSTRUCTION, IN THE AMOUNT OF $47,017.24. The motion carried. RESOLUTION - AUTHORIZING COUNTY EXECUTIVE TO ENTER INTO AGREE- MENT WITH HARPER -OWES FOR PHASE 3. CEDARVILLE LANDFILL Executive Van Zanten turned the discussion over to Ron Owes, of Harper -Owes, and Bob Jurica, Engineering Department. Following discussion on the resolution, COLE MOVED TO REQUEST THE COUNTY EXECUTIVE TO BRING BACK THE RESOLUTION WITH COMPLETE ATTACHMENTS DEFINING THE PROJECT AND THE COSTS, AND THAT THE FINANCE COMMITTEE TAKE THIS ITEM UP ON THEIR NEXT COMMITTEE AGENDA (6/4).
