HomeMy WebLinkAboutFinance Committee March 19 1985WHATCOM COUNTY COUNCIL FINANCE COMMITTEE Minutes -- March 19, 1985 The Whatcom County Council Finance Committee meeting was called to order at 2:40 p.m. by Chairperson Becker, with all members in attendance. PRESENTATION BY CHUCK LANGLOIS, BELLINGHAM- WHATCOM COUNTY VISITORS AND CONVENTION BUREAU Mr. Chuck Langlois, new director of the Bellingham - Whatcom County Visitors and Convention Bureau, presented a new marketing plan to the Committee and asked for the County's financial support of the new plan. Following the presentation and a question /answer period, COLE MOVED THAT THE COMMITTEE RECOMMEND TO THE COUNCIL AND EXECUTIVE THAT THE EXECUTIVE ENTER INTO A CONTRACT FOR MARKETING SERVICES WITH THE VISITORS AND CONVENTION BUREAU IN THE AMOUNT OF $5,000.00. The motion carried. AUTHORIZATION TO PURCHASE PROPERTY - NORTHWEST WASHINGTON FAIR Rich Waldemar, Northwest Washington Fair Board, provided background information on the Board's request to purchase property adjacent to the fairgrounds. Randy Watts, Deputy Prosecuting Attorney, explained that the Northwest Washington Fair Board was authorized, by resolution of the Whatcom County Commissioners, to operate the County Fair. Questions arose as to the County's liability and to the non - profit corporation status of the Northwest Washington Fair Board. Chairperson Becker suggested that the Committee look into these questions at a later date, perhaps after Randy Watts has reviewed them. (What happens if there is a default on the contract? If the County wants to transfer the management of the fair to some other Board, what would the appropriate action be? Are the County's interests hurt in any way by allowing the sale to take place without having the County's name on the transaction ?) COLE MOVED THAT THE FINANCE COMMITTEE RECOMMEND TO THE COUNCIL APPROVAL OF THE PURCHASE OF PROPERTY BY THE NORTHWEST WASHINGTON FAIR BOARD, PROVIDED THAT THE COUNTY'S SECURITY IN THE LAND IS APPROPRIATELY PROTECTED AND PROVIDED FOR. Finance Committee .,,inutes March 19, 1985 Page 2 Chairperson Becker restated the motion as follows: THE FINANCE COMMITTEE MOVES TO RECOMMEND TO THE FULL COUNCIL THAT THEY AUTHORIZE THE PURCHASE OF PROPERTY BY THE NORTHWEST WASHINGTON FAIR BOARD, AND FURTHER,REQUEST THE EXECUTIVE TO NEGOTIATE AN AGREEMENT WITH THE FAIR BOARD CONCERNING ALL OF ITS PROPERTIES IN WHICH THE COUNTY HAS AN INTEREST, PROTECTING THE COUNTY'S SECURITY IN SUCH PROPERTY, AND SUBMIT IT TO THE COUNCIL SOMETIME THIS YEAR. Becker explained the motion. Following further discussion, COLE MOVED TO REPORT TO THE FULL COUNCIL THAT, UNDERSTANDING THAT THE COUNTY IS NOT LIABLE UNDER THIS TRANSACTION, THAT THE COMMITTEE HAS NO OBJECTION TO THE PURCHASE OF THE PROPERTY BY THE NORTHWEST WASHINGTON FAIR BOARD. Chairperson Becker restated the motion as follows: THE MOTION IS THAT THE FINANCE COMMITTEE REPORT TO THE COUNCIL THAT THEY HAVE REVIEWED THE PROPOSAL BY THE FAIR BOARD, TO MAKE A MAJOR PURCHASE OF PROPERTY, AND THE FINANCE COMMITTEE HAS NO OBJECTION TO IT, AND THAT OUT OF THE DISCUSSION HAS GROWN THE DESIRE ON THE COMMITTEE'S PART TO EXPLORE AND DEFINE:_:SOME OF THE INTRICACIES OF THE RELATIONSHIP BETWEEN THE COUNTY AND THE FAIR BOARD FOR THE FUTURE. Cole spoke to the motion. The motion carried. RESOLUTION - APPLICATION TO SECRETARY OF THE INTERIOR, BLAINE AIR FORCE STATION Roger DeSpain, Park Department, explained the background on the application to the Secretary of the Interior for and securing transfer of real property owned by the United States, more commonly known as Blaine Air Force Station, to Whatcom County. HANSEY MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION IN THE MATTER OF APPLICATION TO THE SECRETARY OF THE INTERIOR FOR AND SECURING TRANSFER OF REAL PROPERTY OWNED BY THE UNITED STATES, MORE COMMONLY KNOWN AS BLAINE AIR FORCE STATION, TO WHATCOM COUNTY AND GIVING THE PARK DIRECTOR THE AUTHORITY TO PERFORM ALL DUTIES IN THE ACQUISITION AND MAINTENANCE OF SAID PROPERTY. The motion carried. Finance Committee Minutes March 19, 1985 Page 3 ORDINANCE TO REVISE THE 1985 MENTAL HEALTH FUND BUDGET Tom Sutberry, Budget Director, provided background informa- tion on the ordinance to revise the 1985 Mental Health Fund budget. Peggy Motes Ball answered the Committee's questions. HANSEY MOVED TO RECOMMEND "DO PASS" TO THE FULL COUNCIL ON THE ORDINANCE TO REVISE THE 1.985 MENTAL HEALTH FUND BUDGET. The motion carried. PRESENTATION - EXEMPT SALARY SURVEY RESOLUTION Harold Raymond, Personnel Director, distributed the resolution in the matter of adopting a salary schedule for the unrepresented Whatcom County employees for the last nine months of the year 1985. Cole spoke in support of adopting the exempt salary survey and implementing it either July 1, 1985 or budget year 1986. Becker spoke in support of forwarding the resolution on to the full Council without a recommendation from the Finance Committee. The resolution in the matter of adopting a salary schedule for the unrepresented Whatcom County employees for the last nine months of the year 1985 will be forwarded to the full Council without a recommendation from the Finance Committee. BID AWARD FOR MICRO - COMPUTER HARDWARE, SOFTWARE, TECHNICAL ASSISTANCE, MAINTENANCE AND SERVICE REPORTS Tom Sutberry provided background information on the recommen- dation that the bid award for micro- computer hardware, software, technical assistance, maintenance and service reports be awarded to Soft Source, Inc. COLE MOVED TO RECOMMEND TO THE FULL COUNCIL THAT THE CONTRACT PROPOSAL FOR MICRO - COMPUTER HARDWARE, SOFTWARE, TECHNICAL ASSISTANCE, MAINTENANCE AND SERVICE REPORTS BE APPROVED WITH SOFT SOURCE, -INC. The motion carried. OTHER BUSINESS Chairperson Becker spoke with Tom Sutberry about the forth- coming Committee of the Whole meeting on March 28th regarding the budget process.
