Minutes -- July 23, 1985
The Whatcom County Council. Finance Committee was called to order
at 2 :10 p.m. by Chairperson Becker. Also,in attendance was Committee
member Hansey; Shirley Van Zanten, County Executive; Randall J. Watts,
Civil Deputy Prosecuting Attorney; Tom Sutberry, Budget Director; Nat
Dickinson, Purchasing Agent, and Kathy Walker, Prosecuting Attorney's
office.
ORDINANCE TO REVISE THE 1985 MENTAL HEALTH FUND BUDGET
Executive Van Zanten explained the background on the ordinance to
revise the 1985 Mental Health Fund Budget. Tom Sutberry explained the
ordinance further.
HANSEY MOVED TO RECOMMEND "DO PASS" ON THE ORDINANCE TO REVISE
THE 1985 MENTAL HEALTH FUND BUDGET.
The motion carried.
ORDINANCE REPEALING SECTION 5.36 OF THE WHATCOM COUNTY CODE
Executive Van Zanten spoke briefly on the ordinance repealing
section 5.36 of the Whatcom County Code. Randy Watts, Civil Deputy
Prosecuting Attorney, explained the ordinance further.
Following discussion on the ordinance, HANSEY MOVED TO RECOMMEND
"DO PASS" ON THE ORDINANCE REPEALING SECTION 5.36 OF THE WHATCOM
COUNTY CODE.
The motion carried.
There was further discussion on the ordinance.
HANSEY MOVED TO RECONSIDER THE VOTE ON THE MOTION TO RECOMMEND
"DO PASS" ON THE ORDINANCE REPEALING SECTION 5.36 OF THE WHATCOM
COUNTY CODE, AND TO HOLD THE ORDINANCE IN COMMITTEE.
The motion to reconsider and hold the ordinance in Committee
carried.
EXECUTIVE ITEMS
BID AWARD RECOMMENDATION FOR TWO COPIERS, PROSECUTOR'S OFFICE
Executive Van Zanten stated that Nat Dickinson and Kathy Walker
were here to explain the bid award recommendation for two copiers for
the Prosecutor's office.

Nat Dickinson explained the background on the bid process and the
bids received for the copiers. Kathy Walker explained further. There
was discussion on the copiers and maintenance contracts, and on the
copiers utilized by other County departments.
HANSEY MOVED TO RECOMMEND APPROVAL OF THE BID AWARD FOR TWO
COPIERS FOR THE PROSECUTOR'S OFFICE TO THE LOWEST RESPONSIVE BIDDER,
MICHAEL BUSINESS MACHINES, AT A TOTAL 36 -MONTH LEASE /PURCHASE COST OF
$9,105.63 PER MACHINE.
The motion carried.
REQUEST FOR APPROVAL TO RECEIVE ANTICIPATED_ MONIES FROM THE
,STATE, DWI IMPACT GRANT PROGRAM
_ Executive Van Zanten explained the background on the anticipated
monies from the state for the DWI Impact Grant program. Kathy Walker,
Prosecutor's office, explained further.
HANSEY MOVED TO RECOMMEND APPROVAL OF THE REQUEST TO RECEIVE
ANTICIPATED MONIES FROM THE STATE FOR CONTINUED FUNDING OF THE DWI
IMPACT GRANT PROGRAM.
There was further discussion on the request.
HANSEY MOVED TO RECOMMEND APPROVAL OF THE REQUEST TO RECEIVE
ANTICIPATED MONIES FROM THE STATE FOR CONTINUED FUNDING OF THE DWI
IMPACT GRANT PROGRAM AND THAT THE EXECUTIVE TO DRAFT AN EMERGENCY
ORDINANCE FOR THURSDAY NIGHT TO FACILITATE IMPLEMENTING THE POSITION
IMMEDIATELY UPON CONFIRMATION OF THE MONEY BEING MADE AVAILABLE.
Becker spoke in support of the motion.
The motion carried.
There was further discussion on the DWI Impact Grant program.
RESOLUTION ADOPTING THE REVISED DEFERRED COMPENSATION PLAN FOR
WHATCOM COUNTY EMPLOYEES
Executive Van Zanten explained the background on the resolution
} adopting the revised deferred compensation plan for Whatcom County
employees.
HANSEY MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION ADOPTING THE
REVISED DEFERRED COMPENSATION PLAN FOR WHATCOM COUNTY EMPLOYEES.

PROGRESS REPORT ON NEW POSITION CREATED TO HANDLE CHILD SEXUAL
ABUSE CASES
Chairperson Becker stated that Mac Setter was going to address
the Committee on this matter, but he would be unable to attend due to
a court case that required his presence elsewhere.
OTHER BUSINESS
Executive Van Zanten spoke on the status of the alcohol contract
with C.A.C.,and the new R.F.P. that would be going out. She also
stated that Councilmember Hawley had requested reconsideration of the
matter at the next Council meeting, although the R.F.P. is ready to go
out for advertising, with proposals to be submitted by August 15th.
The meeting was adjourned at 3 :20 p.m.
