HomeMy WebLinkAboutFinance Committee January 15 1985WHATCOM COUNTY COUNCIL FINANCE COMMITTEE Minutes -- January 15, 1985 The Whatcom County Council Finance Committee was called to order at 9:35 a.m. by Chairperson Becker with all members present. Also in attendance were Executive Van Zanten; Budget Director Tom Sutberry; Paul Rushing, Public Works; Randy Watts, Prosecuting Attorney's office; Willard Fry, Public Works; Sara Johnston, Public Works Administration; Colleen Bates, Public Works Administration; Nat Dickinson, Purchasing; Neil Clement, KGMI; Andy Fernando, Bellingham Herald, and Betty Swanson, concerned citizen. CORRESPONDENCE FROM DAVE MCEACHRAN REGARDING THE PILOT PROJECT ON CHILD ABUSE AND SEXUAL ABUSE Becker reported that she and Cole had met informally with Mr. McEachran and others involved with this project, and an informal consensus has been reached which she believes will satisfy everyone's concerns. She explained how the monies designated for the Pilot Project would be utilized. ORDINANCE ADOPTING SUPPLEMENTAL BUDGET, BUILDINGS AND CODE ADMINISTRATION, FOR FIRE MARSHAL SERVICES Executive Van Zanten explained the amounts that have already been budgeted in the revenue line items, and that the total amount for Revenues (338 -22 -3000) would be $15,000 instead of the $6,000 shown; (342 -40 -0002) is the revenue column for annual fire safety inspection fees, and $3,000 is already budgeted in that category, making the actual amount $8,600. There is also a third line item for fire control permits which has $1,400.00, which means there is an additional $13,400 in revenues not shown in this supplemental budget. The total revenue, therefore, which will be coming in by virtue of the work of the fire marshal service will be $25,000. Executive Van Zanten also explained that the salary for this position will be reduced the first of March, but it is unknown at this time what the salary will be, due to the evaluation being done by the consultant. Becker asked that Executive Van Zanten draft an appro- priate proviso for an amendment that would amend the salary as fixed and that this line item and related benefits are locked and the monies remaining are not to be transferred to any other line item. MUENSCHER MOVED TO RECOMMEND "DO PASS" TO THE COUNCIL ON AN ORDINANCE ADOPTING A SUPPLEMENTAL BUDGET FOR THE CURRENT EXPENSE FUND BUILDINGS AND CODE ADMINISTRATION 1985 BUDGET, PROVIDING FOR ADDITIONAL REVENUES FOR FIRE MARSHAL SERVICES. ORDINANCE AMENDING ORD. #84 -40, IMPLEMENTATION OF UNIFORM FIRE CODE, AMENDING WHATCOM COUNTY CODE 2.04, AND ESTABLISHING POSITION OF ARSON AND FIRE INVESTIGATOR Executive Van Zanten stated that the Public Works Depart- ment is in the process of redrafting this ordinance. She explained the background on this ordinance and the reasons for the redrafting. COLE MOVED TO RECOMMEND A SUBSTITUTE DRAFT OF THE ORDINANCE AMENDING ORDINANCE NO. 84 -40, AN ORDINANCE RELATING TO IMPLEMENTATION OF THE UNIFORM FIRE CODE AND ADOPTING BY REFERENCE THE 1982 EDITION OF THE UNIFORM FIRE CODE AND APPENDICES THERETO, AND AMENDING ORDINANCE NO. 82 -19, AN ORDINANCE AMENDING WHATCOM COUNTY CODE CHAPTER 2.04, ESTABLISHING THE OFFICE OF COUNTY FIRE MARSHAL AS A FUNCTION OF THE DEPARTMENT OF PUBLIC WORKS, AMENDING BY MODIFYING TO PROVIDE FOR ARSON AND FIRE INVESTI- GATIONS AS A FUNCTION OF THE SHERIFF'S DEPARTMENT AND ESTABLISHING THE POSITION OF ARSON AND FIRE INVESTIGATOR. BECKER MOVED TO AMEND BY ASKING THAT THE SUBSTITUTE ORDINANCE BE SO DRAFTED AS TO PERMIT A SUNSET CLAUSE THAT WOULD CAUSE THE NEW LANGUAGE TO GO OUT OF EXISTENCE ON DECEMBER 31, 1985, WITH THE OLD LANGUAGE GOING BACK INTO EFFECT AT THAT TIME. Becker spoke to the amendment. Motion to amend carried. The motion as amended carried. EXECUTIVE ITEMS BID AWARDS NEW SHERIFF PATROL SEDANS, CHAMBERS CHEVROLET, $162,128.58; AND A FOUR WHEEL DRIVE UTILITY VEHICLE, HINTON GM, $13,117.78 Executive Van Zanten provided background information on the recommended bid awards for 14 new sheriff patrol sedans recommended to the low bidder, Jerry Chambers Chevrolet, Inc., for a total of $162,128.58, including sales tax, and for a four wheel drive utility vehicle for the Sheriff's department recommended to the low bidder of Hinton GM for a total of $13,117.78, including sales tax. COLE MOVED TO RECOMMEND APPROVAL OF THE BID AWARDS FOR 14 NEW SHERIFF PATROL SEDANS TO JERRY CHAMBERS CHEVROLET, INC., FOR A TOTAL OF $162,128.58, INCLUDING SALES TAX, AND FOR A FOUR WHEEL DRIVE UTILITY VEHICLE TO HINTON GM FOR A TOTAL OF $13,117.78, INCLUDING SALES TAX. The motion carried. Finance Committee January 15, 1985 Page 3 LIST OF BIDDERS: SUPPLY OF MINERAL AGGREGATES, SUPPLY OF MAINTENANCE AND CONSTRUCTION EQUIPMENT, SUPPLY OF RIPRAP ROCK AND SUPPLY OF HOT AND COLD ASPHALTIC MIXES Executive Van Zanten provided background information on the four lists of bidders offering the following: 1. firm prices for the supply of mineral aggregates 2. rental rates for the supply of maintenance and construction equipment 3. firm prices for the supply of riprap rock 4. firm prices for the supply of hot and cold asphaltic mixes MUENSCHER MOVED TO RECOMMEND APPROVAL OF THE LISTS OF BIDDERS AS NOTED IN 1 -4 ABOVE. The motion carried. OVERLIMIT TRANSFER - PARKS ORV FUND, $13,211.00 Budget Director Sutberry provided the background information on the request for an overlimit transfer in the amount of $13,211.00 for the Parks ORV fund. MUENSCHER MOVED TO RECOMMEND APPROVAL OF THE OVERLIMIT TRANSFER IN THE AMOUNT OF $13,211.00 FOR THE PARKS ORV FUND. The motion carried. RESOLUTION FIXING TIME AND PLACE OF HEARING ON ASSESSMENT ROLL FOR WHATCOM COUNTY ROAD IMPROVEMENT DISTRICT #6 Executive Van Zanten provided the background information on the resolution fixing time and place of hearing on assessment roll for Whatcom County Road Improvement District No. 6. COLE MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION FIXING THE TIME AND PLACE OF HEARING ON ASSESSMENT ROLL FOR WHATCOM COUNTY ROAD IMPROVEMENT DISTRICT NO. 6. The motion carried. DISCUSSION REGARDING THE PURCHASE OF PROPERTY MUENSCHER MOVED THAT THE FINANCE COMMITTEE GO INTO EXECUTIVE SESSION. The motion carried unanimously.
