Also in attendance was Committee member Cole; Tom Sutberry, Budget Director; Ed Henken, County Engineer; Willard Fry, Motor Pool_, and Betty Swanson, concerned citizen. ORDINANCE - FINAL ASSESSMENT ROLL. RID #6 Ed Henken explained the background on this ordinance and distributed a memo dated February 19, 1985 which outlined corrections which should be made to the assessment roll book for the RID #6. COLE MOVED TO AMEND LINE 30 OF THE ORDINANCE TO READ $53,742.00 AND TO AMEND THE ASSESSMENT ROLL BOOK AS NOTED IN MR. HENKEN'S MEMO DATED 2/19/85. The motion carried. COLE MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE ORDINANCE OF THE COUNTY COUNCIL OF WHATCOM COUNTY CONFIRM- ING THE FINAL ASSESSMENT ROLL FOR COUNTY ROAD IMPROVEMENT DISTRICT NO. 6 AND CERTIFYING THE SAME TO THE WHATCOM COUNTY TREASURER FOR COLLECTION. The motion carried. ORDINANCE - REVISED PARKS AND RECREATION FUND, SENIOR SERVICES Tom Sutberry provided background information on this ordinance. Chairperson Becker explained it further. COLE MOVED TO RECOMMEND APPROVAL TO TIIE FULL COUNCIL OF THE ORDINANCE AUTHORIZING A REVISION TO THE 1985 PARKS AND RECREATION FUND, SENIOR SERVICES BUDGET THEREIN. The motion carried. EXECUTIVE ITEMS Tom Sutberry distributed information on a bid award, which he requested be added on to the agenda. BID AWARD - TWO 3/4 -TON PICKUP TRUCKS. DEWEY GRIFFIN Willard Fry, Motor Pool, explained the bids that had been received and the type of work the trucks would be expected to be used for. Finance Committee Minutes February 19, 1985 Page 2 COLE MOVED TO RECOMMEND APPROVAL OF THE BID AWARD FOR TWO 3/4 -TON PICKUP TRUCKS TO THE LOWEST RESPONSIVE BIDDER, DEWEY GRIFFIN, FOR A TOTAL BID OF $23,267.05, INCLUDING STATE SALES TAX. The motion carried. OVERLIMIT TRANSFER - FEDERAL SHARED REVENUE FUND Tom Sutberry explained the background on the overlimit transfer request. COLE MOVED TO RECOMMEND APPROVAL OF THE OVERLIMIT TRANSFER IN THE AMOUNT OF $235,812.00 IN THE FEDERAL SHARED REVENUE FUND, WITH THE FOLLOWING AMENDMENT: "Under the 'EXPLANATION' item add the following: ', together with creation of appropriate expenditure line items.'" The motion carried. FINANCE COMMITTEE TIMETABLE FOR 1985 The Committee discussed possible timetables and areas of interest to look at with reference to the budget preparation time for the 1986 budget. There was discussion of drafting a budget ordinance which would set out the procedures and time- table for the year, as well as outlining content for the budget. This item will be continued to the next Finance Committee meeting for further discussion. Tom Sutberry will follow up the Committee's projections made during the fall of 1984 with actual figures.
