HomeMy WebLinkAboutFinance Committee December 3 1985WHATCOM COUNTY COUNCIL FINANCE COMMITTEE MINUTES December 3, 1985 The Whatcom County Council Finance Committee was called to order at 2:10 p.m. by Chairperson Becker with all members present except Cole. Also in attendance were Councilmember Hawley; County Executive Shirley Van Zanten; Tom Sutberry, Budget Director; Paul Rushing, Public Works Director; Bob Jurica, Engineering Department; Doug Gill, Sheriff's Department; Kathy Walker, Prosecuting Attorney's Departments Brad Bennett, Public Works Accounting; Neil Clement, KGMI; Carolyn Casey, Bellingham Herald, and Kristen Fenech, Sehome High School student. Doug Gill stated that this item had been withdrawn at the request of the City of Everson. Bob Jurica explained the background on the ordinance creating the )lid Waste Reserve Fund, a special revenue fund, to provide monies nor cloture and post- closure costs related to solid waste disposal facilities. There was discussion on the ordinance language and on the amount to be placed in the Fund. There was no quorum present du.r.ing the discussion. This item will be held over during the meeting until A quorum is present. Executive Van Zanten explained the background on the request for an overlimit transfer in the Current Expense Fund, Prosecut- ing Attorney's budget, in the amount of $8,107.21. Kathy Walker, Prosecuting Attorney's office, explained the transfer request further. Tip r* was discussion on the overlimit transfer request. - RAMSEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE PST FOR AN OVERLIMIT TRANSFER IN THE CURRENT EXPENSE FUND, ''H3â–ºTTpRNEY' S BUDGET IN THE AAUNT OF $8,107.21. Whatcom County Council Finance Committee "'nutes - December 3, 1985 .Ag4p 2 Chairperson Becker asked the Public Works Department to prepare a substitute draft of the ordinance creating the Solid Waste Reserve Fund to state when the monies would be transferred and to include the appropriate budgetary language. HANSEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL ON THE ORDINANCE CREATING THE SOLID WASTE RESERVE FUND, A SPECIAL REVENUE FUND, TO PROVIDE MONIES FOR CLOSURE AND POST - CLOSURE COSTS RELATED TO SOLID WASTE DISPOSAL FACILITIES. The motion carried. Doug Gill explained the background on the re vest for two overlimit transfers in the Jail budget; one for 10,000.00 for corrections officer /cooks, and one for $10,000.00 for office and nnerating supplies. HANSEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL ON THE TWO'R;EQUESTS FOR OVERLIMIT TRANSFERS IN THE JAIL BUDGET: ONE FOR $x,0,0:0.0.00 FOR CORRECTIONS OFFICER /COOKS, AND ONE FOR M,.000.E10 FQR OFFICE AND OPERATING SUPPLIES. The motion carried. Executive Van Zanten explained the background on a request for an underlimit transfer in the Current Expense Fund, Juvenile Court budget, in the amount of $4,623.00. . HANSEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE REQUEST FOR AN UNDERLIMIT TRANSFER IN THE CURRENT EXPENSE FUND, JUVERILF COURT BUDGET, IN THE AMOUNT OF $4,623.00. The motion carried. Executive Van Zanten explained the background on the bid award recommendation for the landscaping of the parking lot, civic center area, to the lowest responsive bidder, DeWilde °s Nurseries, in the - -aou,nt poi $11,462.05. Whatcom County Council Finance Committee linutes - December 3, 1985 age 3 HANSEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL ON THE BID AWARD RECOMMENDATION FOR THE LANDSCAPING OF THE PARKING LOT, CIVIC CENTER AREA, TO THE LOWEST RESPONSIVE BIDDER, DEWILDE'S NURSERIES, IN THE AMOUNT OF $11,462.05. There was discussion on the motion. The motion carried. 0 Executive Van Zanten explained the background on the request for approval of the bidders' list for the supply of hot and cold asphaltic mixes, HANSEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL ON THE REQUEST FOR APPROVAL OF THE BIDDERS' LIST FOR THE SUPPLY OF HOT AND COLD ASPHALTIC MIXES. The motion carried. Executive Van Zanten explained that this item would be withdrawn from the agenda at this time and placed on the Finance Committee's agenda in two weeks. Executive Van Zanten ex lained the background on the resolution amendin .resolution no. 85 -30 to sell property acquired by the County pan tax foreclosure. There was discussion on the resolution. HANSEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL ON THE RESOLUTION AMENDING RESOLUTION NO. 85 -30 TO SELL PROPERTY ACQUIRED BY tHE COUNTY ON TAX FORECLOSURE. The motion carried. Chairperson Becker stated that she would have a resolution rrepared for introduction at the December 5th Council meeting having. do with the Whatcom Counseling and Psychiatric Clinic's application Whatcom County Council Finance Committee 'nutes - December 3, 1985 .Age 4 to the Department of Social and Health Services for alcohol certifica- tion. The resolution will then be referred back to the Finance Committee for review and recommendation.
