FINANCE COMMITTEE MINUTES
December 17, 1985
The Whatcom County Council Finance Committee was called to
order at 3:40 p.m. by Chairperson Becker with all members
present. Also in attendance were Councilmember Hawley; County
Executive Shirley Van Zanten, Tom Sutberry, Budget Director;
Greg Cory, Alcoholism Services; Bob Jurica, Engineering Depart-
ment; Roger DeSpain, Director, Park Department; Don Kehrer,
Building and Codes Administration, Don Berg, Whatcom County
Psychiatric Clinic, Jack Wright, Human Services Associates,
Frank Brooks, Whatcom County Alcohol Advisory Board; Susan
Verry, Whatcom County Psychiatric Clinic; ORV representatives:
Lynn Thompson, Greg Lykke, Alan Drafs, Howard Knowlton, Karen
Drafs; ORV: Larry Harris, Mary Swensen, Mike Albert.
Chairperson Becker gave some background information on the
resolution.
There was a great deal of discussion on this resolution
from those attending the Finance Committee meeting.
HANSEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL THE
RESOLUTION REGARDING WHATCOM COUNSELING AND PSYCHIATRIC CLINIC
AND THEIR APPLICATION FOR ALCOHOL CERTIFICATION FROM THE DEPART-
MENT OF SOCIAL AND HEALTH SERVICES.
The motion carried.
ORDINANCE CREATING THE SOLID WASTE RESERVE FUND, A SPECIAL
REVENUE FUND, TO PROVIDE MONIES FOR CLOSURE AND POST - CLOSURE
C05TS RELATED TO SOLID WASTE DISPOSAL FACILITIES
There was discussion on the ordinance creating the solid
waste reserve fund.
Bob Jurica recommended that a motion be made adding
the following to the ordinance "Be it further ordained, that this
fund shall accrue interest earnings unto itself to provide
additional monies to finance anticipated expenditures."
There was further discussion on the costs pertaining to
solid waste disposal facilities.

COLE MOVED TO RECOMMEND TO THE FULL COUNCIL THE ORDINANCE

ORDINANCE TO REVISE THE 1985 CURRENT EXPENSE FUND, STATE EX-
AMINER'S BUDGET THEREIN.
The motion carried.
RESOLUTION PROVIDING FOR THE CHIEF CORRECTIONS OFFICER TO RECEIVE
PAY ADJUSTMENTS IN ACCORDANCE WITH THE CORRECTIONS OFFICER AND
SUPPORT STAFF COLLECTIVE BARGAINING AGREEMENT
RESOLUTION AUTHORIZING RETROACTIVE PAY ADJUSTMENT FOR THE
UNDERSHERIFF AND CHIEF CRIMINAL DEPUTY
Executive Van Zanten presented the background on both
resolutions regarding pay adjustments.
There was discussion about adding an amendment to both
resolutions regarding pay adjustments.
COLE MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL
AN AMENDMENT TO BOTH RESOLUTIONS, ADDING THE SENTENCE AT THE END
OF PARAGRAPH 1, PROVIDED, HOWEVER, THAT THE APPROPRIATE AMEND-
MENTS TO THE SALARY RESOLUTION BE BROUGHT'FORWARD TO THE COUNCIL
AT THE APPROPRIATE TIME FOR APPROVAL.
The motion carried.

AMENDED RESOLUTION PROVIDING FOR THE CHIEF CORRECTIONS OFFICER TO
RECEIVE PAY ADJUSTMENTS IN ACCORDANCE WITH THE CORRECTIONS

Executive Van Zanten explained the background on this
emergency ordinance to revise the 1985 current expense fund.

ORDINANCE TO REVISE THE 1985 CURRENT EXPENSE FUND, ASSIGNED
COUNSEL BUDGET THEREIN.
The motion carried.
EMERGENCY ORDINANCE AMENDING ORDINANCE 85 -3 WHICH PERTAINS
TO COUNTY FIRE MARSHAL SERVICES AND ARSON INVESTIGATION
BY DELETING SECTION 4 OF THAT ORDINANCE ENTITLED "SUNSET
CLAUSE"
Don Kehrer, Building and Codes Administration, explained the
background on this emergency ordinance.
HANSEY MOVED TO RECOMMEND TO THE FULL COUNCIL APPROVAL OF

THE ADOPTION OF THIS EMERGENCY ORDINANCE TO REVISE THE 1985
MENTAL HEALTH FUND BUDGET.
The motion carried.
EXECUTIVE ITEMS
REQUESTS FOR OVERLIMIT TRANSFERS FOR THE FOLLOWING:
PUBLIC WORKS DEPARTMENT, EQUIPMENT RENTAL AND REVOLVING
FUND, IN THE AMOUNT OF $20,000
PUBLIC WORKS DEPARTMENT, COUNTY ROAD FUND, IN THE AMOUNT
OF $137.000
Executive Shirley Van Zanten explained the background of
these requests for overlimit transfers in the Public Works
Department.
Tom Sutberry, Budget Director, responded to some of the
Finance Committee members' questions regarding the overlimit
transfers.
HANSEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL
THE OVERLIMIT TRANSFERS:
PUBLIC WORKS DEPARTMENT, EQUIPMENT RENTAL AND REVOLVING
FUND, IN THE AMOUNT OF $20,000
PUBLIC WORKS DEPARTMENT, COUNTY ROAD FUND, IN THE AMOUNT
OF $137.000
The motion carried.
REQUEST FOR APPROVAL OF BID AWARDS:
1. FOR WASTE CONTAINER AND HAULING SERVICES FOR THE POINT
ROBERTS SOLID WASTE TRANSFER FACILITY TO THE ONLY BIDDER,
SANITARY SERVICE CO., INC., IN THE AMOUNT OF $225.00 PER
HAUL /TRIP, ESTIMATED ANNUALLY AT $12,000 TO $15,000
2. FOR THE SUPPLY OF EKKI WOOD TIMBERS TO THE LOWEST
BIDDER, KENNEDY - JOHNSEN LUMBER, IN THE AMOUNT OF $20,426.85

awards to the Committee members.

Executive Van Zanten explained the background on the
bidders' lists.
HANSEY MOVED TO RECOMMEND TO THE FULL COUNCIL APPROVAL OF
THE BIDDERS' LISTS FOR SUPPLYING MINERAL AGGREGATES, RIPRAP ROCK
AND FOR RENTAL RATES FOR MAINTENANCE CONSTRUCTION EQUIPMENT.
The motion carried.
OTHER BUSINESS
Sheriff Larry Mount reported to the Finance Committee on the
Nooksack Law Enforcement Contract. A copy of his letter to
Councilman Hortense Strachan was distributed to the committee
members.
CONSIDERATION OF A PROFESSIONAL SERVICES CONTRACT BETWEEN
THE WHATCOM COUNTY PARK AND RECREATION BOARD AND TED
S. GACEK AND ASSOCIATES FOR THE SUMAS MOUNTAIN ORV PARK
ENVIRONMENTAL IMPACT STATEMENT
Mr. Roger DeSpain, Park Department, is requesting that the
Council approve an agreement with the Department of Natural
Resources so that monies from the gasoline tax fund can be
transmitted to the County. Out of this money, a portion of it
would be used on a professional services contract for the
preparation of an Environmental Impact Statement.

Peter Rasmussen spoke against the ORV Park; he distributed
information regarding the cost factors pertaining to the proposed
ORV park. He displayed a map detailing statistical information
regarding supporters and non - supporters of the proposed ORV park
Howard Knowlton spoke for the ORV Park.
Philip Serka, Attorney for the ORV park supporters, informed
the committee that an Environmental Impact Statement is defi-
nitely needed before a decision can be made.
Mary Swenson, representing Paradise Lakes Country Club
Property Owners Association, spoke against the proposed ORV park.
Karen Drafs, secretary of the ORV User's Association,
informed the committee that her Association feels that an
Environmental Impact Statement should be done before any decision
is made.
Larry Harris, Deming, spoke against the proposed ORV park;
he feels that an Environmental Impact Statement would be a waste
of time since the majority of the Sumas people are against the
park.
Chet Lackey, Parks Department, feels that a decision must be
made; needs adequate information to make this decision. He
suggests that the appropriate thing to do would be to prepare
an Environmental Impact Statement.

HANSEY MOVED THAT WE FORWARD THE REQUEST FOR THE PROFES-
SIONAL SERVICES CONTRACT BETWEEN THE WHATCOM COUNTY PARK AND
RECREATION BOARD AND TED S. GACEK AND ASSOCIATES FOR THE SUMAS
MOUNTAIN ORV PARK ENVIRONMENTAL IMPACT STATEMENT TO THE FULL
COUNCIL FOR FINAL ACTION.
Becker spoke against the motion.
Cole absent from the meeting at this time.
There was further discussion on the proposed ORV park.
The motion carried, Cole absent.
The meeting was adjourned at 5:07 p.m.
