HomeMy WebLinkAboutFinance Committee August 6 1985WHATCOM COUNTY COUNCIL FINANCE COMMITTEE Minutes -- August 6, 1985 The Whatcom County Council Finance Committee was called to order at 2 :05 p.m. by Chairperson Becker with all members present. Also in attendance were Tom Sutberry, Budget Director; Nat Dickinson, Purchas- ing Department; Bill Trimm, Planning Director; Jim Kresge, Engineering Department; Colleen Bates, Public Works Accounting; Gene Wood, Juvenile Detention; Kathy Walker, Prosecuting Attorney's office; Cynthia Weed, Bond Counsel; Kathy Anderson, Bellingham Herald; and Betty Swanson, concerned citizen. TRANSFERS - JUVENILE COURT Tom 'Sutberry distributed two transfers for the Juvenile Court and asked that they be added to the agenda (see attached). Chairperson Becker stated that these two items would be handled immediately. Gene Wood, Juvenile. Detention, explained the background on the two transfers. HANSEY MOVED TO RECOMMEND APPROVAL OF THE TWO TRANSFERS IN THE JUVENILE COURT DEPARTMENT IN THE AMOUNTS OF $9,772.00 AND $12,024.61, RESPECTIVELY. , The motion carried. ORDINANCE REPEALING SECTION 5.36 OF THE WHATCOM COUNTY CODE This item will be held over until the next Finance Committee meeting. ORDINANCE ESTABLISHING A REVOLVING FUND FOR THE WHA?'COM__COUNTY AUDITOR'S OFFICE Tom Sutberry explained the background on the ordinance establish- ing a revolving fund for the Whatcom County Auditor's office. COLE MOVED 110 RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE ORDINANCE ESTABLISHING A REVOLVING FUND FOR THE WHATCOM COUNTY AUDITOR'S OFFICE. The motion carried. ORDINANCE_ REVISING THE 198_5 CURRENT EXPENSE FUND, PURCHASING DEPART- MENT BUDGET THEREIN Nat Dickinson explained the background on the ordinance revising the 1985 Current Expense Fund, Purchasing Department budget therein. The motion carried. Bill Trimm explained the project that would be covered by this ordinance further. ORDINANCE OF THE COUNCIL OF WHATCOM COUNTY, WASHINGTON, RATIFYING CREATION OF A ROAD IMPROVEMENT DISTRICT NO. 6 FUND, AUTHORIZING THE ISSUANCE OF BONDS OF ROAD IMPROVEMENT DI-STRICT NO. 6_IN..THE PRINCIPAL SUM OF $32,855.71 AND PROVIDING FOR THE SALE THEREOF Cynthia Weed, Bond Counsel, explained the background on the ordinance. COLE MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE ORDINANCE OF THE COUNCIL OF WHATCOM COUNTY, WASHINGTON, RATIFYING CREATION OF A ROAD IMPROVEMENT DISTRICT NO. 6 FUND, AUTHORIZING THE ISSUANCE OF BONDS OF ROAD IMPROVEMENT DISTRICT NO. 6 IN THE PRINCIPAL SUM OF $32,855.71 AND PROVIDING FOR THE SALE THEREOF. There was discussion on the process of the issuance of the bonds. The motion carried. (Hansey did not vote) ORDINANCE TO REVISE THE 1985 CURRENT EXPENSE FUND PROSECUTING ATTAR NEY, DISTRICT COURT, AND PUBLIC DEFENDER BUDGETS THEREIN Kathy Walker explained the background on the ordinance to revise the 1985 Current Expense Fund Prosecuting Attorney, District Court and Public Defender budgets therein. Tom Sutberry asked that page 2 of the ordinance be corrected on line 9 as follows: 00130 - 414.40 -45 should read 00130- 512.40 -45 COLE MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE ORDINANCE TO REVISE THE 1985 CURRENT EXPENSE FUND PROSECUTING ATTOR- NEY, DISTRICT COURT, AND PUBLIC DEFENDER BUDGETS THEREIN, WITH THE CORRECTION ON PAGE 2, LINE 9 TO READ AS FOLLOWS: 00130 - 414.40 -45 CHANGED TO READ 00130 - 512.40 -45 The motion carried. Following discussion on the ordinance, COLE MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE ORDINANCE AMENDING ORDINANCE NO. 84 -94, AN ORDINANCE AMENDING CHAPTER 3.04 OF THE WHATCOM COUNTY CODE TO AUTHORIZE THE COUNTY EXECUTIVE TO DELEGATE SIGNATURE AUTHOR- ITY. The motion carried. ORDINANCE AMENDING ORDINANCE NO. 79 -42 WHICH IS CODIFIED IN WHATCOM BOUNTY CODE 3.12 TO ESTABLISH NEW _ 2Qf CDURES FOR PROCESSING CLAIMS, AN FURTHER 2EPEALIN _R95OLUTIDN_80 -72 AS CODIFIED Al 3.12.015 OF THE WHATCOM COUNTY CODE Chairperson Becker explained the background on the ordinance. Following discussion on the ordinance, it was decided to hold this ordinance in Committee. Cole requested that the ordinance be redrafted to include the original language in W.C.C. 3.12. Chairperson Becker read portions of a letter from Dave McEachran, Prosecuting Attorney, regarding the appointment of special deputies. EXECUTIVE ITEMS OVERLIMIT TRANSFER - ASSESSOR'S OFFICE, $3,862.21 Tom Sutberry explained the background on the request for an overlimit transfer for the Assessor's office in the amount of $3,862.21. } COLE MOVED TO RECOMMENDIAPPROVAL TO THE FULL COUNCIL OF THE, OVI:RLIMIT TRANSFER FOR THE ASSESSOR'S OFFICE IN THE AMOUNT OF $3,862.21. There was discussion on the motion. The motion carried. 1! ti' OVERLIMIT TRANSFER - TORT CLAIMS, DEFENSE, SETTLEMENT & JUDGMENT FUND, PROSECUTING ATTORNEY, IN THE AMOUNT OF $15,000.00 Tom Sutberry explained the background on the request for an overlimit transfer in the Tort Claims, Defense, Settlement & Judgment Finance Committee Minutes August 6, 1985 Page 4 Fund in the Prosecuting Attorney's budget in the amount of $15,000. d Wu Following discussion on the transfer request, COLE MOVED TO RECOMMEND APPROVAL TO THE COUNCIL OF THE REQUEST IN THE AMOUNT OF $5,000.00 IN THE TORT CLAIMS, DEFENSE, SETTLEMENT & JUDGMENT FUND IN THE PROSECUTING ATTORNEY'S BUDGET. BID AWARDS ONE -WAY CONSSTRUCTION. $ll7,707.10, F0 RECONSTRUCTION OF TURKINGTON ROAD BRIDGE: OVER MCCARTY CREEK Jim Kresge, Engineering Department, explained the background on the request for approval of the bid award for the reconstruction of Turkington Road Bridge over McCarty Creek, to One -Way Construction in the amount of $117,707.10. HANSEY MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE BID AWARD FOR THE RECONSTRUCTION OF TURKINGTON ROAD BRIDGE OVER MCCARTY CREEK TO ONE -WAY CONSTRUCTION IN THE AMOUNT OF $117,707.10. The motion carried. VOSSBECK CONSTRUCTION, IN THE AMOUNT OF $96,152.00, INCLUDING TAXES, FOR THE CONSTRU TION OF THE MORRISON STORM DRAIN Jim Kresge explained the background on the request for approval of the bid award for the construction of the Morrison Storm Drain to Vossbeck Construction in the amount of $96,152.00. COLE MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE BID AWARD FOR,THE CONSTRUCTION OF THE MORRISON STORM DRAIN TO VOSSBECK CONSTRUCTION IN THE AMOUNT OF $96,152.00. The motion carried. HUIZENGA BROS. CONSTRUCTION,`VN THE AMOUNT OF $48,-L99.00 LE TAX, FOR DESIGN AND CONSTRUCTION OF AN EQUIPMENT STORAGE BUILDING Jim Kresge explained the background on the request for approval of the bid award for design and construction of an equipment storage building to Huizenga Bros. Construction in the amount of $48,390.00 less' tax. CONSTRUCTION IN THE AMOUNT OF $48,390.00 LESS TAX. The motion carried. RESOLUTION OF THE COUNTY _OF_L4EATCOM C LINTY -APPROVING THE ISSUANCE OF ECONOMIC DEVELOF_MBNT_.REVENUE BONDS OF THE INDUSTRIAL DEVELOPMENT CORPORATION OF THE PORT OF BELLINGHAM PURSUANT TO RCW 39.84.060 Tom Sutberry explained the background on the resolution. Cole explained the background further. COLE MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE f RESOLUTION OF THE COUNTY COUNCIL OF WHATCOM COUNTY APPROVING THE ISSUANCE OF ECONOMIC DEVELOPMENT REVENUE BONDS OF THE INDUSTRIAL DEVELOPMENT CORPORATION OF THE PORT OF BELLINGHAM PURSUANT TO RCW 39.84.060. The motion carried. OTHER BUSINESS Hansey spoke in support of meeting soon to discuss the second opinion regarding the Forum litigation. COLE MOVED TO RECONSIDER THE ORDINANCE AMENDING ORDINANCE NO. 84 -94, AN ORDINANCE AMENDING CHAPTER 3.04 OF THE WHATCOM COUNTY CODE TO AUTHORIZE THE COUNTY EXECUTIVE TO DELEGATE SIGNATURE AUTHOR- ITY. The motion to reconsider carried. COLE MOVED TO STRIKE ALL OF THE WHEREASES IN THE ORDINANCE AMENDING ORDINANCE NO. 84 -94, AN ORDINANCE AMENDING CHAPTER 3.04 OF THE WHATCOM COUNTY CODE TO AUTHORIZE THE COUNTY EXECUTIVE TO DELEGATE SIGNATURE AUTHORITY.
