HomeMy WebLinkAboutFinance Committee April 16 1985WHATCOM COUNTY COUNCIL Finance Committee Minutes -- April 16, 1985 The Whatcom County Council Finance Committee was called to order at 2:15 p.m. by Acting Chairperson Cole. Also in attendance was Committee member Hansey. Chairperson Becker arrived at 2:20 p.m. ORDINANCE TO REVISE THE 1985 CENTRAL SERVICES FUND BUDGET Tom Sutberry explained the background on the ordinance to revise the 1985 Central Services fund budget. HANSEY MOVED TO RECOMMEND "DO PASS" TO THE FULL COUNCIL ON THE ORDINANCE TO REVISE THE 1985 CENTRAL SERVICES FUND BUDGET. The motion carried unanimously. ORDINANCE TO REVISE THE DEVELOPMENTAL DISABILITIES FUND BUDGET Tom Sutberry explained the background on the ordinance to revise the Developmental Disabilities fund budget. HANSEY MOVED TO RECOMMEND "DO PASS" TO THE FULL COUNCIL ON THE ORDINANCE TO REVISE THE DEVELOPMENTAL DISABILITIES FUND BUDGET. The motion carried unanimously. ORDINANCE TO REVISE THE 1985, PARKS AND RECREATION FUND, SENIOR SERVICES BUDGET THEREIN Tom Sutberry explained the background on the ordinance to revise the 1985 Park and Recreation Fund, Senior Services budget therein. Roger DeSpain, Park Director, explained the ordinance further. HANSEY MOVED TO RECO1MEND "DO PASS" TO THE FULL COUNCIL ON THE ORDINANCE TO REVISE THE 1985 PARKS AND RECREATION FUND, SENIOR SERVICES BUDGET THEREIN. The motion carried unanimously. ORDINANCE AMENDING ORD. 84 -100, ADOPTION)OF FINAL BUDGET Following discussion between Committee members, HANSEY MOVED TO HOLD THE ORDINANCE AMENDING ORDINANCE 84 -100 IN THE MATTER OF THE ADOPTION OF THE FINAL BUDGET OF WHATCOM COUNTY FOR THE YEAR 1985 AND RESTRICTING THE EXPENDITURE OF CERTAIN FUNDS THEREIN, IN COMMITTEE. Finance Committee April 16, 1985 Page 2 The motion to hold the Ordinance amending Ord. 84 -100 in Committee carried. DISCUSSION ON A REQUEST FROM THE PUBLIC DEFENDER FOR A SUPPLE- MENTAL BUDGET Tom Sutberry distributed a memo from Jon Ostlund (see copy attached) to the Finance Committee members, Jon Ostlund, Public Defender, explained his request further. Following discussion on the request, COLE MOVED TO REQUEST THE BUDGET OFFICE TO PROVIDE AN ACCOUNTING OF THE PERSONNEL EXPENDITURES AND AUTHORIZATIONS UNDER THE 1985 BUDGET AND REPORT BACK TO THE COMMITTEE, COMPARING WHAT IS HAPPENING WITH WHAT WAS ADOPTED BY COUNCIL IN THE BUDGET. The motion carried unanimously. Chairperson Becker suggested that Tom Sutberry begin with the year 1984 when he provides the accounting of the Prosecuting Attorney's office. Following further discussion, COLE MOVED THAT THE FINANCE COMMITTEE REQUEST THE BUDGET OFFICE TO PREPARE AN ORDINANCE FOR THE SUPPLEMENTAL APPROPRIATION AS REQUESTED IN THE FIRST PARAGRAPH OF JON OSTLUND'S MEMO (see attached). After further discussion, it was decided that the Budget Office would prepare the ordinance. OTHER BUSINESS Tom Sutberry explained that he had been given a bid award for supply of miscellaneous bridge timbers and piling for County bridges and ferry docks, and he requested that it be added to the April 18th Council agenda, if the Finance Committee concurred. It was decided that this item would be added onto the Council agenda for the April 18th meeting. DISCUSSION ON HEARING EXAMINER'S REQUEST, AUTHORIZATION TO EXPEND FUNDS FROM PROFESSIONAL SERVICES ACCOUNT Chairperson Becker stated that she had spoken to Campbell Kintz about his request for authorization to expend funds from the professional services account to pay for transcription services. Finance Committee April 16, 1985 Page 3 Cole stated that he thought the Committee should thank the Hearing Examiner for bringing this authorization request to them, and that he be informed that transcription services are an appropriate expenditure out of the professional services account.
