HomeMy WebLinkAboutCounty Council for September 5 1985WHATCOM COUNTY COUNCIL Minutes -- September 5, 1985 The Whatcom County Council meeting was called to order at 7:32 p.m. by Vice Chairperson Hansey with all members present except Roehl. OPENING AND CONSIDERATION OF BIDS, RID #6, $32,855.71 Vice Chairperson Hansey opened the bid received from Northwestern Commercial Bank and read the bid for bonds for Road Improvement District #6 in the amount of $32,855.71. BANK. There was discussion on the bid received. COLE MOVED TO ACCEPT THE BID OF NORTHWESTERN COMMERCIAL There was discussion on the motion to accept the bid. HAWLEY MOVED TO REFER THE BID TO THE FINANCE COMMITTEE FOR REVIEW. There was discussion on the motion to refer. Vice Chairperson Hansey restated Hawley's motion to refer the bid to Finance Committee. The motion to refer the bid to Finance Committee carried. The following minutes were approved: Special Council meeting 8/15/85 Council meeting 8/22/85 � 1 111 11 Tom Sutberry, Budget Director, explained the background on the request for an overlimit transfer in the amount of $30,000.00 in the Northwest Washington Fair Fund. BECKER MOVED TO APPROVE THE OVERLIMIT TRANSFER IN THE AMOUNT OF $30,000.00 IN THE NORTHWEST WASHINGTON FAIR FUND. The motion carried. Whatcom County Council Minutes -- September 5, 1985 Page 2 1.41.1ion V 1411 . f Loi Tom Sutberry explained the background on the request for authorization to enter into a 10 -month professional services contract between Whatcom County (Juvenile Probation) and Mary Ann Frabriso - Maloney for educational specialist services at a rate of $2,000.00 per month. BECKER MOVED TO APPROVE THE 10 -MONTH PROFESSIONAL SERVICES CONTRACT BETWEEN JUVENILE PROBATION AND MARY ANN FRABRISO- MALONEY FOR EDUCATIONAL SPECIALIST SERVICES AT A RATE OF $2,000.00 PER MONTH. There was discussion on the motion. The motion to approve the contract carried. PRO .•� : F0101 Z • .. Tom Sutberry explained the background on the request for approval of a bid award for the construction of the Point Roberts Transfer Station to the low bidder, Tiger Construction Company, in the amount of $43,662.20. BECKER MOVED TO APPROVE THE BID AWARD FOR THE CONSTRUCTION OF THE POINT ROBERTS TRANSFER STATION TO THE LOW BIDDER, TIGER CONSTRUCTION COMPANY, IN THE AMOUNT OF $43,662.20. The motion carried. The public hearing was declared open in the matter of declaring County -owned equipment surplus property (miscellaneous office equipment and supplies). There was no one present to speak at the hearing, and the public hearing was closed. COLE MOVED TO DECLARE THE COUNTY -OWNED EQUIPMENT AND SUPPLIES SURPLUS. The motion carried. BECKER MOVED TO BRING DRAFT 2 OF THE ORDINANCE TO REVISE THE 1985 CURRENT EXPENSE FUND, JAIL BUDGET THEREIN BEFORE THE COUNCIL FOR CONSIDERATION. The motion carried. BECKER MOVED FOR FINAL ADOPTION OF DRAFT 2 OF THE ORDINANCE TO REVISE THE 1985 CURRENT EXPENSE FUND, JAIL BUDGET THEREIN. Cole spoke to the motion. The motion to adopt the ordinance carried. [0.14W4AR Muenscher reported that the petition for road vacation filed by Fred Boettner had been held in the Planning and Development Committee. CONSIDERATION OF PETITION FOR ROAD VACATION FILED BY FLOYD SANDELL Muenscher reported that the Planning and Development Committee recommended approval of the petition for road vacation of a portion of 8th Street filed by Floyd Sandell. MUENSCHER MOVED TO APPROVE THE PETITION FOR ROAD VACATION OF A PORTION OF 8TH STREET FILED BY FLOYD SANDELL. The motion carried. . The following agenda items were received by consent and referred as noted below: 3. Petition for road vacation of a portion of County Road No. 99, Auditor's File No. 172924, filed by Bill Leisen, et al (referred to Planning and Devel., schedule public hearing for October 3, 1985) Whatcom County Council Minutes -- September 5, 1985 Page 4 4. Open Space application filed by Don and Ellen Easterbrook (referred to Planning Commission) 5. Correspondence received from Lummi Island Scenic Estates Community Club, Inc., requesting a change in speed limits on all County roads within the Scenic Estates (referred to Public Services) 6. Hearing Examiner's Findings, Conclusions and Decision on remand in the matter of the First Spiritualist Church Conditional Use C.U. 13 -85 (referred to Planning and Development) The following ordinances were introduced by consent and referred as noted below: 1. Ordinance to revise the 1985 Veterans' Relief Fund (referred to Finance) 2. Ordinance amending Auditor's bond (referred to Finance) 3.
