Minutes -- October 17, 1985
The Whatcom County Council was called to order at 7 :30
p.m. by Chairman Roehl with all members in attendance except
Cole.

The minutes of the October 3rd Council meeting were approved
as written.
EXECUTIVE ITEMS
Executive Van Zanten requested that two items be added to
the agenda: a bid award for an extended body van, and a'contract
addendum for Arnold, Arnold and Associates.
Executive Van Zanten explained the background on the request
to award the bid for an extended body van to Diehl Ford Inc., in
the amount of $15,151.57, including sales tax.
Becker reported that the Finance Committee recommended
approval of the bid award.
BECKER MOVED TO APPROVE THE BID AWARD FOR AN EXTENDED BODY
VAN TO DIEHL FORD INC., IN THE AMOUNT OF $15,151.57, INCLUDING
SALES TAX.
There was discussion on the motion.
The motion carried.

Executive Van Zanten explained the background on the
contract addendum for Arnold, Arnold and Associates.
Becker reported that the Finance Committee recommended
approval of the contract addendum for Arnold, Arnold and Asso-
ciates.
BECKER MOVED TO APPROVE THE CONTRACT ADDENDUM FOR ARNOLD,
ARNOLD AND ASSOCIATES.
There was discussion on the motion.
The motion carried.

Executive Van Zanten distributed copies of the Executive's
proposed 1986 budget and delivered her budget message.

RESOLUTION -- ABANDONMENT AND VACATION OF A PORTION OF
HUNTLEY ROAD, COUNTY ROAD NO, 699
The public hearing was declared open in the matter of the
resolution in the matter of the abandonment and vacation of a
portion of Huntley Road, County Road No. 699, in Section 3,
Township 38 North, Range 3 East, W.M. There was no one present
to speak, and the public hearing was closed.
Muenscher reported that the Planning and Development
Committee recommended approval of the resolution.
MUENSCHER MOVED TO ADOPT THE RESOLUTION IN THE MATTER OF THE
ABANDONMENT AND VACATION OF A PORTION OF HUNTLEY ROAD, COUNTY
ROAD NO. 699, IN SECTION 3, TOWNSHIP 38 NORTH, RANGE 3 EAST, W.M.
The motion carried.
Chairman Roehl stated that item #1 under Other Business was
related to this resolution and would be handled at this time.
CONSIDERATION OF THE TRANSFER OF COUNTY-OWNED RF�_PEQ�EY
TO BRENT BERWICK A_N MARSHA -PE2TY
MUENSCHER MOVED TO APPROVE THE TRANSFER OF COUNTY -OWNED REAL
PROPERTY TO BRENT BERWICK AND MARSHA PETTY.
Muenscher explained the background on the transfer as it
relates to the resolution vacating a portion of Huntley Road.
The motion to approve the transfer carried.
Bud Jewell Welcomed the Council to

of reducing ferry rates; also
spoke in support of a brochure
being put out during Expo 186
regarding Lummi Island
There was discussion between Mr. Jewell and Councilmembers.

Jim Kresge, Engineering Department, explained the costs of
running the ferry.
Chairman Roehl explained the distribution of County tax-
payers' money.

Becker reported that the Finance Committee recommended
approval of the Ordinance to revise the 1985 Mental Health fund
budget.
BECKER MOVED FOR FINAL ADOPTION OF THE ORDINANCE TO REVISE
THE 1985 MENTAL HEALTH FUND BUDGET.
Becker explained the ordinance.

Becker reported that the Finance Committee had reviewed the
ordinance on teenage pregnancy prevention and recommended
approval.

BECKER MOVED TO REFER THE ORDINANCE BACK TO FINANCE COMMIT-
Becker spoke to the motion.
Johnson spoke against the motion..
Hansey spoke against the motion.
Hawley spoke against the motion.
The motion to refer the ordinance back to the Finance
Committee failed.
HAWLEY MOVED FOR FINAL ADOPTION OF THE ORDINANCE ON TEENAGE
PREGNANCY PREVENTION AND MAKING AN APPROPRIATION FROM THE CURRENT
EXPENSE FUND FOR SUCH PURPOSE.
Johnson spoke against the motion.
Hawley spoke against the motion.
Becker spoke in support of the motion.
HAWLEY MOVED TO AMEND BY DELETING THE WORD "CONTINUING" ON
PAGE 21 LINE 2.
The motion to amend carried.
Chairman Roehl spoke against the motion to adopt the
ordinance.
The motion to adopt the ordinance failed (2 -4, Roehl,
Hansey, Johnson and Hawley).
The ordinance providing for an annual integrated roadside
vegetation management program, which minimizes the use of
herbicides and prohibits the use of herbicides in certain areas
of the County was held in the Public Services Committee.

PROCESSING FOR
Becker explained the background on the Ordinance amending
ordinance no. 79 -42 which is codified in Whatcom County Code 3.12
to establish new procedures for processing claims, and further -
repealing resolution 80 -72 as codified at 3.12.015 of the Whatcom
County Code.
BECKER MOVED FOR FINAL ADOPTION OF THE ORDINANCE AMENDING
ORDINANCE NO. 79 -42 WHICH IS CODIFIED IN WHATCOM COUNTY CODE 3.12
TO ESTABLISH NEW PROCEDURES FOR PROCESSING CLAIMS, AND FURTHER
REPEALING RESOLUTION 80 -72 AS CODIFIED AT 3.12.015 OF THE WHATCOM
COUNTY CODE, DRAFT 5.
The motion to adopt draft 5 of the ordinance carried.
OTHER BUSINESS
CONSIDERATION OF THE VACATION OF A PORTION OF HIGHLAND
DRIVE AND ECHO PLACE, FILED BY FRED BOETTNER
Chairman Roehl stated that the attorney for Mr. Boettner had
requested that this agenda item be held over until the November
7th Council meeting, and that this item will be held over until
that meeting.

Division 1, Plat of Peaceful Valley, filed by John and
Connie Peipman (referred to Planning and Development
schedule public hearing)
4. Application for Open Space filed by Ivan Dahl (referred

5. Correspondence from Roy Pearson regarding Dodson Mobile
Home Park (referred to Planning and Development)

4. Resolution adopting the 1986 Whatcom County Road
Construction Program (referred to Public Services)
5. Resolution on capital improvement projects related to
buildings and facilities for Whatcom County (referred

6. Resolution finding that continuation of the tax levied
under Ordinance no. 82 -68 is essential for the operation
of necessary County governmental services in 1986

14. Ordinance establishing service fees and authorizing and
agreeing to the City of Bellingham 1986 adopted fee
schedule as per City Ordinance #9496 relating to
ambulance service charges (referred to Finance; schedule

Chairman Roehl stated that there was one resolution to be
added to the agenda for consideration tonight: a resolution
declaring October 30, 1985 "Noche Mexicana ".
Becker explained the background on the resolution.
BECKER MOVED TO INTRODUCE AND ADOPT THE RESOLUTION DECLARING
OCTOBER 30, 1985 "NOCHE MEXICANA ".
The motion carried.
Hawley reported on the last Public Services Committee
meeting.
The meeting was adjourned at 9:05 p.m.
