Minutes -- November 7, 1985
The Whatcom County Council was called to order at 7 :40
p.m. by Chairman Roehl with all members present except Cole, who
arrived at 7:43 p.m.
MINUTES
The minutes of the October 17 Council meeting were approved
as written.
EXECUTIVE ITEMS
Executive Van Zanten explained the background on the
following requests for overlimit transfers:
a) Federal Shared Revenue in the amount of $10,625.00
b) Nor -Bell Nursing Home Fund in the amount of $5,000.00
c) Tort Claims Fund in the amount of $15,000.00
d) Tort Fund in the amount of $15,000.00 (RE: the Roeder
Home damage)
Becker reported that the Finance Committee had reviewed and
recommended the overlimit transfers in the Federal Shared Revenue
Fund in the amount of $10,625.00 and the Nor -Bell Nursing Home
Fund in the amount of $5,000.00.
BECKER MOVED TO APPROVE THE FOLLOWING OVERLIMIT TRANSFERS:
A) FEDERAL SHARED REVENUE IN THE AMOUNT OF $10,625.00
B) NOR -BELL NURSING HOME FUND IN THE AMOUNT OF $5,000.00
Chairman Roehl restated the motion.
The motion carried.
There was discussion on the request for an overlimit
transfer in the Tort Claims Fund in the amount of $15,000.00 to
pay for some professional services contracts. Executive Van
Zanten explained that underlimit transfers could be utilized.
Becker spoke in support of paying some of the smaller contracts
by means of an underlimit transfer.
Executive Van Zanten explained the background more fully on
the request for an overlimit transfer in the Tort Claims Fund in
the amount of $15,000.00 to cover the damage to the Roeder Home.
Becker reported that the Finance Committee had reviewed the
request and had originally requested that the monies be taken out

of the Tort Claims Fund rather than the Federal Shared Revenue
Fund. There was discussion on whether to take the monies out of
the Tort Claims Fund or the Federal Shared Revenue Fund.
BECKER MOVED TO AUTHORIZE THE BUDGET DIRECTOR TO CHANGE THE
OVERLIMIT TRANSFER REQUEST FROM THE TORT CLAIMS FUND BACK TO THE
FEDERAL SHARED REVENUE FUND IN THE AMOUNT OF $15,000.00 AND THAT
THE OVERLIMIT TRANSFER BE APPROVED.
Hansey spoke against the motion.
Hawley spoke against the motion.
The motion carried (5 -2, Hansey, Hawley).
BID AWARD RECOMMENDATION, PRINTING AND COPY PAPER,
ZELLERBACH PAPER CO.
Executive Van Zanten explained the background on the bid
award recommendation for printing and copy paper for 1986 to
the lowest responsive bidder, Zellerbach Paper Co., for an
estimated total annual expenditure of $18,750.50 plus tax.
BECKER MOVED TO APPROVE THE BID AWARD FOR PRINTING AND COPY
PAPER FOR 1986 TO THE LOWEST RESPONSIVE BIDDER, ZELLERBACH PAPER
CO., FOR AN ESTIMATED TOTAL ANNUAL EXPENDITURE OF $18,750.50 PLUS
TAX.
Becker reported that the Finance Committee had reviewed the
bid award recommendation and recommended approval of Zellerbach
Paper Company's bid.
The motion carried.
CONSIDERATION OF UNION CONTRACT, JAIL CQR ECTIONS OFFICERS
Executive Van Zanten requested that this item be held over
until the next Council meeting.
REPORT OF THE EXECUTIVE
Executive Van Zanten distributed copies of a memo dated
November 7, 1985, relating to the appointment of a Solid Waste
Advisory Committee (see attached).

CONSTRUCTION PROGRAM
The hearing was declared open in the matter of the resolu-
tion adopting-the 1986 Whatcom County Road Construction Program.

Ed Henken, County Engineer, stated that Lake Whatcom
Boulevard improvements were itemized in the 1986 Road Construc-
tion Program as #2 of the unfunded alternate projects.

2555 Goshen Rd. pavement instead of gravel
on the portion of Goshen Rd.
between Mission and Fazon
Roads.
Ed Henken stated that this project was itemized in the 1986
Road Construction Program as #3 of the unfunded alternate
projects.
There was no one else present to speak at the public
hearing.
The public hearing was closed.
The 1986 Whatcom County Road Construction Program will be
scheduled for the November 19th Public Services Committee
meeting.
ORDINANCE IN THE MATTER OF ESTABLISHING WHATCOM COUNTY
FERRY RATES FOR 1986
The public hearing was declared open in the matter of the
ordinance in the matter of establishing Whatcom County ferry
rates for 1986.

ferry rates for 1986 will be considered by the Finance Committee
during the course of its worksessions on the proposed 1986
budget.
ORDINANCE AMENDING WHATCOM COUNTY CODE 8.12
THE FEE SCHEDULE FOR SOI D WASTE DISPOSAL
The public hearing was declared open in the matter of the
ordinance amending the Whatcom County Code 8.12 regulating the
fee schedule for solid waste disposal at all Whatcom County solid
waste sites. There was no one present to speak, and the hearing
was declared closed.

The public hearing was declared open in the matter of the
ordinance establishing service fees and authorizing and agreeing
to the City of Bellingham 1986 adopted fee schedule as per City
Ordinance #9496 relating to ambulance service charges. There was
no one present to speak, and the hearing was declared closed.
Chairman.Roehl stated that he had received calls regarding
the ambulance rates, raising the question as to why there is no
charge if there is no transport.

SELF INSURANCE AND SELF ADMINISTRATION OF
EMPLOYEE BENEFITS
Becker reported that the Finance Committee had also held
this ordinance in Committee.
ORDINANCE TEMPORARILY CREATING NEW SECTIONS TO BOTH THE
WHATCOM COUNTY INTERIM ZONING ORDINANCE, TITLE 2.24
AND THE OFFICIAL WHATCOM COUNTY ZONING ORDINANCE,
TITLE 20, RE: TEMPORARY RECREATIONAL VEHICLE PARKS
AND CAMPGROUNDS

CONSIDERATION OF VACATION OF A PORTION OF HIGHLAND DRIVE
AND ECHO PLACE, FILED BY FRED BOETTNER
Muenscher reported that the Planning and Development
Committee had held this item in Committee.
OPEN SPACE APPLICATION FILED BY VAN DE WOL, INC., DBA
GRANDVIEW_GOLF COURSE
The open space application filed by Van De Wol, Inc., dba
Grandview Golf Course, was received by consent and will be
referred to the Planning Commission for their review and recom-
mendation.
ORDER ON REMAND, PAPETTI
Chairman Roehl stated that an Order on Remand had been
received by the Council in the matter of Dominic Papetti's
request to place a dock on his property out off of Chuckanut
Drive. The Order on Remand will be referred to the Planning and
Development Committee for review and recommendation.
RESOLUTION SETTING A PUBLIC HEARING TO DECLARE CERTAIN
COUNTY -OWNED PROPERTY ,OURPLUS
COLE MOVED TO INTRODUCE AND ADOPT A RESOLUTION SETTING A
PUBLIC HEARING TO DECLARE CERTAIN COUNTY -OWNED PROPERTY SURPLUS.
The motion carried, and the public hearing will be scheduled
for Thursday, November 21, 1985.

ORDINANCE PLMENDING THE WHATCOM COUNTY SHORELINE_ MANAGEMENT
PROGRAM
The ordinance amending the Whatcom County Shoreline Manage-
ment Program was introduced by consent and will be referred to
the Planning Commission. There was discussion on the scheduling
of public hearings. Chairman Roehl stated that he would contact
the Chairperson of the Planning Commission to discuss the process
and timing regarding this ordinance.
The following ordinances were added to the agenda, intro-
duced by consent and referred as noted below:

ities capital fund (referred to Finance)
15. Ordinance establishing a juvenile facility reserve

Councilmember Hawley congratulated Chairman Roehl and all
the candidates who had won in the recent election. He also
commended the media and thanked Councilmembers Cole and Becker
for serving on the Council.
The meeting was adjourned at 9:20 p.m.
