HomeMy WebLinkAboutCommittee of the Whole May 30 1985WHATCOM COUNTY COUNCIL COMMITTEE OF THE WHOLE Minutes -- May 30, 1985 The Whatcom County Council Committee of the Whole was called to order at 7:36 p.m. with the following members present: Hawley, Becker, Muenscher, Cole and Hansey. Also in attendance was County Executive Van Zanten and Roger DeSpain. D1,SCUSSION OF USE OF PROPERTY AT SMITH & NORTHWEST R Possibilities for the use of property at the Smith and Northwest Roads were discussed by Councilmembers, Executive Van Zanten and Roger DeSpain. Cole spoke in support of a recreational plan which would address the County's short and long -term needs for recreation. COLE MOVED THAT THE COMMITTEE OF THE WHOLE ENDORSE THE RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF THE 7TH DAY OF SEPTEMBER, 1967, ENTITLED "A RESOLUTION OF INTENTION TO HOLD LAND FOR RECREATION AREA, AND AUTHORIZING STUDY -, AND THE EXECUTIVE AND THE COUNTY PARKS AND RECREATION BOARD DEVELOPING A PLAN FOR RECREATIONAL USES OF THE COUNTY FARM SITE, SHORT -TERM AND LONG -TERM, BEING PARTICULARLY ATTEN- TIVE TO THE NEEDS OF SOCCER. The motion carried. Greg Hipskind spoke in support of short -term leases. DISCUSSION OF COUNTY COURTHOUSE SPACE NEEDS Following discussion on the County's space needs, COLE MOVED THAT THE COMMITTEE OF THE WHOLE RECOMMEND TO THE EXECUTIVE THAT WITH THE EXISTING SOURCES OF FUNDING SHE SEEK THE ASSISTANCE OF THE APPROPRIATE PROFESSIONALS IN DEVELOPING A SPACE UTILIZATION PLAN FOR COUNTY GOVERNMENT. Cole spoke to the motion. Executive Van Zanten responded to the intent of the motion. Becker restated the motion. The motion carried (4 -1, Hawley). DISCUSSION ON SPACE FQF ,T LEPHONJF S�Y�STE; 4 Executive Van Zanten provided background information on the new telephone system. Committee of the Whole Minutes -- May 30, 1985 Page 2 COLE MOVED THAT IT IS RECOMMENDED THAT THE COUNTY EXECUTIVE TAKE SUCH ACTION AS IS NECESSARY TO LOCATE THE TELEPHONE COMMUNI- CATIONS CENTER IN THE BASEMENT OF THE COURTHOUSE, AND THAT THE CONSE- QUENT TEMPORARY SPACE NEEDS AND ADJUSTMENTS BE MADE ATTEMPTING TO MAXIMIZE LONG-TERM SPACE USAGE FLEXIBILITY AND MINIMIZE THE AMOUNT OF MONEY SPENT ON SHORT-TERM SOLUTIONS. ALL OPTIONS SHOULD BE CONSIDERED, INCLUDING BUT NOT LIMITED TO USE OF THE SIXTH FLOOR OF THE COURTHOUSE AND /OR ACQUIRING BY SHORT -TERM RENTAL OUTSIDE SPACE. Becker spoke to the motion.
