HomeMy WebLinkAboutSpecial Council November 26 1986WHATCOM COUNTY COUNCIL SPECIAL MEETING November 26, 1986 7 :00 p.m. The meeting was called to order by Vice Chairman Roehl at 7 :01 p.m. with Burton, Hansey, Hawley, Muenscher and Warner present. FINAL CONSIDERATION OF RESOLUTIONS AND ORDINANCES RESOLUTION ADOPTING THE SIX -YEAR PHYSICAL PLANT AND FACILITIES CAPITAL IMPROVEMENT PROGRAM RELATING TO BUILDINGS AND FACILITIES FOR WHATCOM COUNTY, WASHINGTON Warner reported that the Finance Committee recommended approval of the resolution. WARNER MOVED TO APPROVE THE RESOLUTION. The motion carried. RESOLUTION ADOPTING THE WHATCOM COUNTY 1987 ROAD CONSTRUCTION ROP GRAM. Warner reported that the Finance Committee recommended approval of the resolution. WARNER MOVED TO APPROVE THE RESOLUTION. WARNER MOVED TO SUBSTITUTE THE RESOLUTION DATED 11/26/86. Roehl explained that the substitute resolution included the addition of a paragraph excepting projects 7, 9 and 16 from Budget Proviso (D) requirements, and the addition of the Storr Road project as item number 31 on the attached list of projects. Burton spoke against the inclusion of Storr Road in the resolution. WARNER WITHDREW HIS MOTION TO SUBSTITUTE THE RESOLUTION DATED 11/26/86. WARNER MOVED TO AMEND THE ORIGINAL RESOLUTION TO INCLUDE THE STATEMENT: "BE IT FURTHER RESOLVED THAT PROJECTS NUMBERS 7, 99 AND 16 ARE EXCEPTED FROM BUDGET PROVISO (D) REQUIREMENTS." The motion carried. November 26, 1986 Page 2 HAWLEY MOVED TO ADD THE STORR ROAD PROJECT AS ITEM 31 ON THE ATTACHMENT TO THE RESOLUTION. vote. There was discussion on the motion. The motion carried 4 -2 (Burton, Muenscher) on a roll call The motion to adopt the resolution carried. RESOLUTION IN THE MATTER OF ADOPTING A SALARY SCHEDULE FOR THE UNREPRESENTED WHATCOM COUNTY EMPLOYEES FOR THE YEAR 1987 Warner reported that the Finance Committee recommended approval of the resolution. WARNER MOVED TO ADOPT THE RESOLUTION. Roehl explained that the Finance Committee had recommended some changes to the resolution, including the addition of a paragraph concerning a review of personnel policies and procedures with regard to exempt employees, and some salary changes. WARNER MOVED TO AMEND THE RESOLUTION BY SUBSTITUTING THREE PAGES (PAGES 2, 4, AND 5) WHICH INCORPORATED THE CHANGES RECOMMENDED BY THE FINANCE COMMITTEE. The motion carried. The motion to adopt the resolution carried. RESOLUTION IN THE MATTER OF ADOPTING THE SALARY SCHEDULE FOR UNREPRESENTED EMPLOYEES OF NOR -BELL NURSING HOME FOR THE YEAR 1987 Warner reported that the Finance Committee recommended approval of the resolution. WARNER MOVED TO APPROVE THE RESOLUTION. The motion carried. RESOLUTION FINDING THAT CONTINUATION OF THE TAX LEVIED UNDER ORDINANCE 82 -68 IS ESSENTIAL FOR THE OPERATION OF NECESSARY COUNTY GOVERNMENT SERVICES FOR 1987 Warner reported that the Finance Committee recommended approval of the resolution. November 26, 1986 Page 3 WARNER MOVED TO APPROVE THE RESOLUTION. The motion carried. ORDINANCE ESTABLISHING WHATCOM COUNTY FERRY RATES Warner reported that the Finance Committee recommended adoption of the ordinance. WARNER MOVED TO ADOPT THE ORDINANCE. The motion carried unanimously. ORDINANCE IN THE MATTER OF THE ADOPTION OF THE FINAL BUDGET OF WHATCOM COUNTY FOR THE YEAR 1987 WARNER MOVED TO ADOPT THE ORDINANCE WITH THE FINANCE COMMITTEE'S PROPOSED CHANGES, AND ALSO INCLUDING THE CHANGES STATED IN THE LIST OF SEVEN "FINAL FINANCE COMMITTEE CHANGES" DISTRIBUTED TO THE COUNCIL 11/26/86. Warner reviewed some of the latest changes. There was discussion concerning the Finance Committee's proposed Proviso (J). The motion carried unanimously. ORDINANCE AUTHORIZING THE LEVY OF TAXES FOR COUNTY AND STATE PURPOSES IN WHATCOM COUNT`, WASHINGTON, FOR THE YEAR 1987 PURSUANT TO WHATCOM COUNTY CHARTER, SECTION 6.10 Warner reported that the Finance Committee recommended adoption of the ordinance. WARNER MOVED TO ADOPT THE ORDINANCE. The motion carried unanimously.
