SPECIAL MEETING
December 29, 1986
The meeting was called to order at 10 :03 a.m. by Chairman
Hansey with Burton, Hawley, Johnson, Roehl and Warner present.
Muenscher arrived shortly thereafter.
APPOINTMENT OF_WHATCOM COUNTY TREASURER, TO FILL THE UNEXPIRED
TERM OF RETIRING TREASURER LANDY BOWEN
Hansey explained that the Council had learned that RCW
42.30.110 required interviews of candidates for appointment to
unexpired terms of elected officials to be held in an open
meeting. Because the interviews prior to the Council's
appointment of Robert Jordan on December 4, 1986 were not in an
open session, they had been rescheduled and had taken place
during a public meeting of the ad hoc Personnel Committee earlier
that morning.
Personnel Committee Chair Warner stated that the field had
been narrowed to two candidates, Barbara Cory and Robert Jordan.
There was discussion about the voting procedure.
MUENSCHER MOVED TO APPOINT ROBERT JORDAN AS TREASURER.
There was further discussion.
Muenscher withdrew his motion.
A consensus was reached that the names of Barbara Cory and
Robert Jordan would be placed before the Council for a vote.
Johnson spoke in favor of the appointment of Barbara Cory.
Muenscher spoke in favor of the appointment of Robert
Jordan.
Warner spoke in favor of the appointment of Robert Jordan.
Roehl spoke in favor of the appointment of Robert Jordan.
Burton spoke in favor of the appointment of Barbara Cory.
Hawley spoke in favor of the appointment of Barbara Cory.

A roll call vote resulted in four votes for Jordan (Hansey,
Muenscher, Roehl, Warner) and three for Cory (Burton, Hawley,
Johnson). Robert Jordan was appointed to fill the unexpired term
of Whatcom County Treasurer Landy Bowen, scheduled to retire
December 31, 1986.
The meeting was adjourned at 10:22 a.m.
