PUBLIC SERVICES COMMITTEE
September 4, 1986
The meeting was called to order at 5:40 p.m. by Acting Chair
Burton with Hawley present. Also present were Ed Henken, County
Engineer; Evelyn Nowicke and several other residents of the
proposed drainage district; and Edward Martin and several other
residents of the West Bluff area.
Evelyn Nowicke, representing Citizens for Formation of Sumas
Drainage District, explained the history and background of
attempts to form the drainage district.
BURTON MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION.
The motion carried.
PETITION TO RESTORE ACCESS TO COUNTY ROAD SOUTH OF WEST BLUFF
Edward Martin explained the request by some residents of the
area for the opening of the road.
Ed Henken explained his recommendation that the petition be
denied, on the grounds that 1) the right -of -way in question is
located in an area subject to erosion, creating unsafe conditions
and exposing the County to liability if it were to accept
responsibility; 2) the County will only accept and maintain
roads that have already been built to County standards.
Another resident of the area told the Committee that she had
a petition signed by 18 residents of the area asking the County
not to open the road.
Burton stated that in light of the Engineer's report, as
well as opposition from area residents, the County would take no
action on the petition.
ORDINANCE REGARDING THE PLACING OF STOP SIGNS AT THE INTERSECTION
OF HILLSDALE ROAD AND TOAD LAKE ROAD
Ed Henken explained the ordinance.
