PUBLIC SERVICES COMMITTEE
June 5, 1986
The meeting was called to order at 5 :30 p.m. by Chairman Johnson,
with all members present. Also present were Paul Rushing and
Marlen Hansen of Public Works; Neil Clement, KGMI; Carolyn Casey,
Bellingham Herald; Steve Meacham; Daniel Wren, Columbia Northwest
Corporation; Roger Nelson, Chemical Processors; several other
representatives of Columbia Northwest Corporation and Chemical
Processors; and several members of the public.
DISCUSSION OF COLUMBIA CEMENT PLANT HAZARDOUS WASTE BURNING
Daniel Wren of Columbia Northwest Corporation and Roger Nelson
of Chemical Processors discussed the processes utilized by Columbia
Cement for hazardous waste burning, and the issue of hazardous
waste incineration in general.
Hawley requested that in the future the Cement Plant notify
the County of any plans to burn hazardous waste.
Dale Bjornson, Ernie Limbacher, Dan Raas, Pat Stevenson, and
Jeff Morris, all County residents, spoke about their concerns
related to Columbia Cement's plans.
Chairman Johnson said that the Committee members would attend
Northwest Air Pollution's June 11 public hearing on the subject,
and would then request a meeting of the Committee of the Whole to
discuss the issue.

RESOLUTION IN THE MATTER OF AMENDING THE COUNTY 1986 ROAD CONSTRUCTION
PROGRAM BY ADDING THERETO CLIFFSIDE DRIVE STORM DRAINAGE BY UPSIZING
AND REPLACING EXISTING UNDERGROUND STORM DRAINAGE, SYSTEM FROM AGATE
PLACE TO CLIFFSIDE DRIVE WEST TO RESERVE "A" AND SOUTH TO THE OUTFALL
STRUCTURE 200 FEET FROM THE SHORELINE OF BELLINGHAM BAY
Paul Rushing explained the resolution.
BURTON MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION.
The motion carried.
NEW APPLICATION FOR CLASS K, L, M (WINE WHOLESALERS AND IMPORTERS)
LIQUOR LICENSE FOR WEST CONTINENTAL IMPORTS COMPANY, 4653 GUIDE
MERIDIAN. BELLINGHAM. BY JEAN JACQUES CONSTANTIN AND GISELE CONSTANTIN
BURTON MOVED TO RECOMMEND APPROVAL OF THE APPLICATION.

The motion carried.
PRESENTATION BY STEVE MEACHAM
Steve Meacham presented a report to the Committee concerning
the geology and hydrology -,i Whatcom County as it relates to County
dumpsites.
The meeting was adjourned at 7 :05 p.m.
