PLANNING AND DEVELOPMENT COMMITTEE MEETING
July 17, 1986
The meeting was called to order by Chairman Muenscher at 6:30
p.m., with Johnson present. Also present were Donovan Kehrer,
Buildings and Codes; Bill Trimm, Planning; Bill McCallum, North
Cascade Audubon Society; Robert Tull, Attorney; and several
representatives of the Evangelical Free Church.
ORDINANCE AMENDING THE URBAN RESIDENTIAL MEDIUM DENSITY DISTRICT,
CHAPTER 20.22, TO CONDITIONALLY PERMIT CHURCHES, AND AMENDING
THE LIGHT IMPACT INDUSTRIAL DISTRICT, CHAPTER 20.66, TO PERMIT
CHURCHES OUTRIGHT, IN THE OFFICIAL WHATCOM COUNTY ORDINANCE,
TITLE 20
Robert Tull spoke on behalf of the Evangelical Free Church,
and urged the Committee to recommend adoption of the ordinance.
Bill Trimm explained the ordinance.
There was discussion about the ordinance.
JOHNSON MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
ORDINANCE AMENDING THE OFFICIAL WHATCOM COUNTY ZONING ORDINANCE,
TITLE 20, BY ADDING TEXT TO RURAL RESIDENTIAL - ISLAND ZONE, SECTION
20.34.250, THAT EXEMPTS LOTS PLATTED ON LUMMI ISLAND PRIOR TO
1978 FROM THE LOT CONSOLIDATION PROVISIONS OF SECTION 20.83.070
Bill Trimm and Donovan Kehrer explained the ordinance.
JOHNSON MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
REVIEW PETITION AND DEPARTMENT RECOMMENDATIONS FOR ALTERATION OF
THE LOT LINE BETWEEN LOTS 25 & 26, DIVISION 10, PLAT OF SUDDEN
VALLEY. FILED BY PALMER
REVIEW PETITION AND DEPARTMENT RECOMMENDATIONS FOR ALTERATIONS
OF THE LOT LINE BETWEEN LOTS 82 & 83, DIVISION 12, PLAT OF
SUDDEN VALLEY. FILED BY GAVLICK
Donovan Kehrer said that his department saw no problem with
the two lot line alteration requests.
Muenscher and Johnson requested that Council staff ensure that
applicants for lot line adjustments understand that once the lot
line is erased it can be re- established only by short- platting the
property.

REVIEW PLANNING COMMISSION RECOMMENDATIONS REGARDING OPEN SPACE
APPLICATIONS OF: 1) CRANDALL: 2) FREY: 3) SAMMONS: 4) PULLAR;
A letter from Al Hanners of the North Cascade Audubon
Society, concerning non - compliance with Open Space agreements,
was submitted -to the Committee members. Bill McCallum of the
North Cascade Audubon Society was present at the meeting and
stated that his organization believed that the "Open Space"
classification was being abused.
Bill Trimm said that the Planning Commission was working
on revising Open Space and Timber Land classification criteria,
and that a new system, which he believed would address the concerns
of Mr. Hanners and Mr. McCallum, should be in place by the end
of the year.
JOHNSON MOVED TO RECOMMEND APPROVAL OF THE OPEN SPACE
APPLICATIONS, WITH THE CONDITIONS ATTACHED BY THE PLANNING
COMMISSION.
The motion carried.
The meeting was adjourned at 7 :10 p.m.
