PLANNING AND DEVELOPMENT COMMITTEE
The meeting, originally scheduled for 2 p.m. August 17, was
rescheduled to 5:30 p.m. August 18; there was no quorum. Emily
Jackson and Dan Warner (not a committee member) listened to
reports.
ORDINANCE AMENDING THE TEXT OF TITLE 20, THE OFFICIAL WHATCOM
COUNTY ZONING ORDINANCE, TO ALLOW SOLID WASTE FACILITIES IN
INDUSTRIAL ZONES
Diane Harper, Planning Department, said staff and Planning
Commission recommended approval of this change. Because it would
be a conditional use, the zoning change would not necessarily
mean the new landfill would be put in an industrial area.
After some discussion, Jackson said she would recommend
approval to the full Council.
ORDINANCE AMENDING SECTION 20.40.165 OF TITLE 20, THE OFFICIAL
WHATCOM COUNTY ZONING ORDINANCE, TO INCLUDE ROCK CRUSHING AS A
CONDITIONAL USE IN THE AGRICULTURAL ZONE
Harper recommended that there be a hearing on this ordinance
because Planning staff had inaccurately notified citizens of a
hearing when it was before the Planning Commission. The rock
crushing operation in question already exists and has not been
told to stop.
Warner said he would recommend the full Council send the
issue back to the Planning Commission for a hearing.

APPLICATION FOR ALTERATION OF PLAT OF LUMMI ISLAND SCENIC
ESTATES, BY WAYNE AND NORMA BOHL

DISCUSSION OF SOLID WASTE ADVISORY COMMITTEE ROLE (CONTINUED FROM
8/4)
It was decided that enough had been said about this issue,
although the Council had not taken any action on it at the August
4 meeting.
RECEIPT OF LETTER FROM DELE THORNE REGARDING REZONE APPLICATION,
DENIED BY PLANNING COMMISSION
Jackson said she had spoken with Thorne about this
application and recommended it be sent back to the Planning
Commission for reconsideration, when the Commission has full
attendance.
The meeting broke up with the start of the Public Services
Committee meeting.
