FINANCE COMMITTEE
September 29, 1986
The meeting was called to order by Chairman Roehl at 3:00
p.m. with all members present. Also present were Councilman Tom
Burton; Executive Shirley Van Zanten; Tom Sutberry, Budget
Director; Mark Morrow, Bellingham Herald: Dorothy Durand, Nor -
Bell Nursing Home; Paul Rushing, Public Works; Marlen Hansen and
Willard Fry of Maintenance and Operations; and Madeleine Clemann,
Council of Governments.

Dorothy Durand explained the proposed transfer.
MUENSCHER MOVED TO RECOMMEND APPROVAL OF THE OVERLIMIT
TRANSFER.
The motion carried.

Willard Fry explained the proposed bid award.
WARNER MOVED TO RECOMMEND APPROVAL OF THE BID AWARD.
There was discussion on the motion.
The motion carried.
Shirley Van Zanten explained that she was forwarding the
letter to the Council for their information. It was decided that
the letter would be discussed at the full Council meeting.
Warner explained the ordinance he had introduced to
establish new ferry rates. There was discussion about the
philosophical issues involved in determining the percentage of
costs to be paid by fares, and various methods for achieving that
percentage once it is established.
Madeleine Clemann presented a proposal for an alternative
rate structure utilizing all -cash fares. She was asked to
develop the proposal into a substitute ordinance for
consideration at Thursday's public hearing.
The Committee elected not to make a recommendation on an
ordinatace-until after the hearing.
