The meeting was called to order at 3:00 p.m. by Acting Chair
Warner, with Muenscher present. Also present were Shirley Van
Zanten, County Executive; Tom Sutberry, Budget Director; Randy
Watts, Council Attorney; Neil Clement, KGMI; Diane Harper,
Planning; Nat Dickinson, Purchasing; Marlen Hansen and Willard
Fry of Maintenance and Operations; and Brad Bennett of Public
Works Accounting.

CONSIDERATION OF A CONTRCT FOR THE COMPLETION OF THE LAKE WHATCOM
WATERSHED STUDY WITH WESTERN WASHINGTON UNIVERSITY INSTITUTE FOR
FRESHWATER STUDIES IN THE AMOUNT OF $10,600.00
Shirley Van Zanten explained the ordinance and the contract,
both of which concerned the Lake Whatcom Watershed Study.
MUENSCHER MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE AND
AUTHORIZATION OF THE CONTRACT.
The motion carried.

was discussion about the bid.

REVIEW REQUEST TO RENEW LAWYER'S PROFESSIONAL LIABILITY INSURANCE
PO_LIC_Y_ FOR_THE__P_ROS-ECUT_I_NG ATTORNEY'S OFFICE
Shirley Van Zanten distributed additional information on the
subject. There was discussion about insurance for the
Prosecuting Attorney and the County's self- insurance program.
Warner requested that the administration provide the Council
with a list of the independent insurance policies held by the
County, so the Council could study the issue and make an overall
policy decision before taking action on this item.
RESOLUTION OF THE COUNTY COUNCIL OF WHATCOM COUNTY, WASHINGTON,
D_E_CL,ARING _THE INTENTION QF__THE COUNTY COUNCIL TO CREATE .A
DRAINAGE IMPROVEMENT DISTRICT FOR THE PURPOSE OF UNDERTAKING AND
MAINTAINING CERTAIN DRAINAGE IMPROVEMENT PROJECTS: SETTING FORTH
THE BOUNDARIES OF SAID DRAINAGE IMPROVEMENT DISTRICT; AND
DIRECTING THE ENGINEER TO INVESTIGATE THE PROPOSED BOUNDARIES OF
SAID DRAINAGE IMPROVEMENT DISTRICT AND THE FEASIBILITY OF SAID
PROJECTS

discussion about drainage districts.
