FINANCE COMMITTEE
September 15, 1986
The meeting was called to order at 9:05 a.m. by Chairman
Roehl with all members present. Also present were Executive
Shirley Van Zanten; Tom Sutberry, Budget Director; Kathy Walker,
Prosecutor's Office; Larry Mount, Sheriff; Paul Rushing and Brad
Bennett of Public Works; and Mark Morrow of the Bellingham
Herald.

ORDINANCE TO REVISE THE 1986 CURRENT EXPENSE ll SHERIFF'S
BUDGET
WARNER MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
There was discussion about the most appropriate effective
date for the new rates to be adopted by the Council.
WARNER MOVED TO RECOMMEND AMENDING THE ORDINANCE TO STATE
THAT THE COUNCIL WILL ADOPT NEW RATES EFFECTIVE JANUARY 1, 1987,
AND THAT THE RATES IN EFFECT ON DECEMBER 1, 1985 WILL BE IN
EFFECT UNTIL NOVEMBER 31, 1986.

WARNER MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE AS
AMENDED.

There was a brief discussion concerning the provisions of
the Ordinance Establishing Whatcom County Ferry Rates, scheduled
for public hearing at the Council meeting of October 2, 1986.
Shirley Van Zanten explained the transfer.
MUENSCHER MOVED TO RECOMMEND APPROVAL OF THE OVERLIMIT
TRANSFER.
The motion carried.
Shirley Van Zanten and Tom Sutberry explained various
methods for financing the loan. There was discussion about the
alternatives.
MUENSCHER MOVED TO RECOMMEND AUTHORIZING THE ADMINISTRATION
TO PURSUE FINANCING FOR THE BOILER AS QUICKLY AS POSSIBLE IN
ORDER TO HAVE THE WORK COMPLETED BEFORE WINTER, AND TO RECOMMEND
THAT A BOND ANTICIPATION RESOLUTION BE DRAFTED.

Shirley Van Zanten explained that bids would not be received
until the following day, but that the bid award needed to be
approved at the Council meeting of September 18 as there was only
a short period of time during which the work could be completed.
Committee members agreed to meet just prior to the Council
meeting to review the bids.
The meeting ryas adjourned at 10:10 a.m.
