FINANCE COMMITTEE
November 3, 1986
The meeting was called to order by Chairman Roehl at 3:30
p.m. with all committee members present. Also present were
Executive Shirley Van Zanten; Tom Sutberry, Budget Director; John
Havland, Citizens Committee on Proposed Soccer Complex; Landry
Corkery, Whatcom Soccer Commission; Roger DeSpain, Parks; Terry
Lewis, Prosecuting Attorney's Office; Brad Bennett and Paul
Rushing, Public Works; Nat Dickinson, Purchasing; Larry Mount,
Sheriff; and Harold Raymond, Personnel.
AGREEMENT BETWEENWHATCOM COUNTY AND_WHATCOM SOCCER
FOR THE LEASE OF 20 COUNTY -OWNED ACRES, LOCATED AT SMITH AND
NORTHWEST ROADS
Roger DeSpain distributed copies of a projected financial
statement for the soccer field complex.
The Committee discussed conditions of the agreement and the
costs involved with Roger DeSpain, Landry Corkery, John Havland,
and Terry Lewis. John Havland gave the Committee some printed
information about the costs of building and maintaining soccer
fields. Shirley Van Zanten emphasized that the County was not
intended to pick up any of the costs.
Because the Committee was scheduled to make a final
recommendation on the agreement at its meeting of November 17,
when the latest draft of the contract would be available, no
action was taken.

Shirley Van Zanten explained the ordinance. There was
discussion about the interest rate.

There was discussion about the agreement.
WARNER MOVED TO RECOMMEND AMENDING THE RESOLUTION ON PAGE 2,
LINE 4, TO STATE THAT THE COUNTY EXECUTIVE OR DESIGNEE WILL SERVE
AS COUNCIL'S REPRESENTATIVE TO THE ASSOCIATION.
The motion carried.
WARNER MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION.
The motion carried.
WARNER MOVED TO RECESS INTO EXECUTIVE SESSION.
The motion carried unanimously on a roll call vote, and the
Committee went in to executive session to discuss the report at
4:35 p.m.
The meeting Was reconvened into open session and adjourned
at 5:00 p.m.
