FINANCE COMMITTEE
November 17, 1986
The meeting was called to order at 3:05 p.m. by Chairman
Roehl with Warner present. Muenscher joined the meeting at 3:10.
Also present were Councilman Jim Hawley; Executive Shirley Van
Zanten; Tom Sutberry, Budget Director; Mark Morrow, Bellingham
Herald; John Havland; Cathi O'Connell; Roger DeSpain, Parks;
Terry Lewis, Prosecuting Attorney's Office; Bud Jewell; Nat
Dickinson, Purchasing; Paul Rushing and Brad Bennett of Public
Works; Dorothy Durand, Nor -Bell; Harold Raymond, Personnel; and
Richard Waldemar, Northwest Washington Fair.
AGREEMENT BETWEEN WHATCOM COUNTY AND WHATCOM SOCCER COMMISSION
FOR LEASE OF 20 COUNTY -OWNED ACRES LOCATED AT SMITH AND NORTHWEST
ROADS
Several aspects of the proposed agreement were discussed by
the Committee, 'Roger DeSpain, and John Havland.
The Committee agreed upon three amendments to the contract:
1) at the end of section 19, change the period to a comma and add
the words "and approved by the Whatcom County Council." 2) add a
clause to require an annual review with area residents, the
Soccer Commission, and the Parks Department; 3) add language
reiterating that non - compliance constitutes grounds for
termination of the contract to Section 24. Roehl asked Terry
Lewis to revise the contract to include the amendments.
WARNER MOVED TO RECOMMEND APPROVAL OF THE CONTRACT AS
AMENDED.

MUENSCHER MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION.
There was discussion on the motion.
The motion carried.
The Committee discussed several of the projects included in
the resolution with Paul Rushing. The Committee requested that
Rushing conduct another review of the projected costs for
finishing the jail basement, and to look into the feasibility of
using volunteer labor to perform part of the work.

RESOLUTION IN THE MATTER OF ADOPTING A SALARY SCHEDULE FOR THE
UNREPRESENTED WHATCOM COUNTY EMPLOYEES FOR THE YEAR 1987
Harold Raymond introduced two substitute pages for Exhibit
B, and explained the changes. There was discussion about the
differences between union - represented and unrepresented
employees, and the merits of maintaining a close relationship
between the employment terms of the two types of employees.
Tom Sutberry was asked to prepare an amendment to the
resolution which would request the administration to prepare a
report on the differences between represented and non - represented
employees.
WARNER MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION AS
AMENDED.
The motion carried.
The Committee discussed the resolution with Dorothy Durand,
who requested that an adjustment be made in the salary schedule
to allow the Bookkeeper's salary to remain at the same level for
1987 as for 1986, a difference of $15 per month.
MUENSCHER MOVED TO RECOMMEND AMENDING THE RESOLUTION BY
CHANGING THE BOOKKEEPER POSITION'S SALARY TO $1415 PER MONTH, THE
CHANGE TO BE REFLECTED IN ALL COLUMNS.

Warner's substitute ordinance and several proposed
amendments were discussed by the Committee and Bud Jewell.
The Committee agreed to make the following amendments to the
ordinance: 1) add on line 13 that the ferry rates will remain in
effect until January 1, 1990; 2) on line 28 add the specification
that the $15 charge for special trips between 6 :30 a.m. and 12 :30
a.m. is the charge per vehicle; 3) on line 32 add: "Oil Trucks_:
A run limited to oil trucks shall be scheduled on at the
regular rate. "; 4) delete the three classes of vehicles over
8,001 lbs from the "Multiride Card" section on page 2, lines 9
and 10 (those classes of vehicles to pay the cash fare); 5)
change the date for Council review of the rate schedule, on line
29 of page 2, to June 1989; 6) change "tax deferrals" to "tax
exemptions" in the senior citizen clause at the bottom of page 2;
7) add a provision that unused portions of punchcards purchased
after October 1, 1986 may be credited to 1987•

AMENDED.

ORDINANCE IN THE MATTER OF THE ADOPTION OF THE FINAL BUDGET OF
WHATCOM COUNTY FOR THE YEAR 1987
The Committee noted that the word "not" on page 4, line 10
of the ordinance was a typographical error which should be
deleted. No further action was taken on the ordinance, scheduled
for hearing on 11/24/86.
ORDINANCE AUTHORIZING THE LEVY OF TAXES FOR COUNTY AND STATE
PURPOSES IN WHATCOM COUNTY. WASHINGTON. FOR THE YEAR 1987
This ordinance was also scheduled to be included in the
11/24/86 hearing, and no action on it was taken.

Harold Raymond said that the date in Section 25.02 on the
last page of the agreement was an error and would be changed to
January 1, 1988 rather than January 1, 1987.

AUTHORIZATION.

Shirley Van Zanten distributed copies of the transfer
request for $321,126, which she requested be substituted for the
original transfer request of $29+,626.
Brad Bennett explained the transfer.

Shirley Van Zanten requested that the Committee act on both
resolutions since Council's attorney advised that the

resolution authorizing the sale be passed before the resolution
for the hearing. She explained the resolutions.
