FINANCE COMMITTEE MEETING
May 12, 1986
The Whatcom County Council Finance Committee meeting was called to
order at 3:00 p.m. by Chairman Roehl with all members present. Also
in attendance were: Executive Shirley Van Zanten; Tom Sutberry,
Budget Director; Mark Morrow, Bellingham Herald; Peggy Ball, Director
of Mental Health Department; Mike Brennan, Executive Director, Chamber
of Commerce; Marlin Hansen, Superintendent, Maintenance and Operations;
Jon Ostlund, Public Defender; Jenna Graham, Superior Court; Douglas
Gill, Undersheriff; Roger DeSpain, Director, Parks Department; and
Pat Milliken, Parks Department.
ORDINANCE TO REVISE THE 1986 MENTAL HEALTH FUND BUDGET
Tom Sutberry explained the ordinance.
WARNER MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
COUNTY CONTRIBUTION TO CHAMBER OF COMMERCE FOR WHATCOM COUNTY TRAVEL
GUIDE
Mike Brennan of the Chamber of Commerce explained his request for
a $2,000 contribution from the County towards the printing of the
brochure.
MUENSCHER MOVED TO RECOMMEND THAT THE COUNCIL APPROVE A CONTRI-
BUTION OF $2,000 FROM THE CONVENTION FUND, ON THE CONDITION THAT ALL
PRESENT REGISTERED VISITOR AND CONVENTION BUREAUS APPEARS ON THE
BROCHURE.
The motion carried.
EXECUTIVE ITEMS
BID AWARD - ASPHALT OR COBBLESTONE TO TRADE FOR SCREENINGS
TO FERNDALE READY MIX AT AN ESTIMATED VALUE OF $37,500
BID AWARD - SEAL ROCK FOR ROAD MAINTENANCE IN THE DEMING /ACME
VALLEY AREA TO WILDER CONSTRUCTION COMPANY, INC. IN THE AMOUNT
OF .63,962.50, INCLUDING SALES TAX, PENDING SATISFACTORY
COMPLETION OF THE LOS ANGELES WEAR AND DEGRADATION TEST BY
THE WASHINGTON DEPARTMENT OF TRANSPORTATION
BID AWARD -- ASPHALT EMULSION TO BOTH CHEVRON, U.S.A., INC.- -
ASPHALT DIVISION AND CHEVRON ASPHALT LIMITED
MUENSCHER MOVED TO RECOMMEND APPROVAL OF ALL THREE BID AWARDS,
WITH THE CONDITIONAL PHRASE INCLUDED IN THE AWARD TO WILDER CONSTRUCTION.

RESOLUTION AUTHORIZING THE SALE OF A DAMAGED SHERIFF'S VEHICLE
AS SURPLUS PROPERTY
WARNER MOVED TO RECOMMEND APPROVAL OF THE SALE.
The motion carried.
RESOLUTION ESTABLISHING PROCEDURES FOR HANDLING LEAVE DUE TO
EMERGENCIES
Shirley Van Zanten explained the resolution.
WARNER MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION.

DISCUSSION OF WORKLOAD IN PUBLIC DEFENDER'S OFFICE
Jon Ostlund explained his request for continuation of funding of
a sixth deputy defense attorney position through the end of the year.
There was discussion on the issue.
WARNER MOVED TO RECOMMEND APPROVAL OF FUNDING OF THE DEPUTY
DEFENSE ATTORNEY POSITION THROUGH THE END OF THE YEAR, WITH THE SOURCE
OF FUNDING TO BE RECOMMENDED BY THE ADMINISTRATION.
The motion carried.
DISCUSSION OF WORKLOAD IN SUPERIOR COURT
Jenna Graham explained her need for additional personnel.
• There was discussion on the issue.
WARNER MOVED TO RECOMMEND APPROVAL OF FUNDING OF A CLERK II
POSITION IN SUPERIOR COURT THROUGH THE END OF THE YEAR, WITH THE
SOURCE OF FUNDING TO BE RECOMMENDED BY THE ADMINISTRATION.
The motion carried.
DISCUSSION OF WORKLOAD IN SHERIFF'S DEPARTMENT
Douglas Gill and Shirley Van Zanten explained the request to extend
funding of two positions in the Sheriff's Department through the end
of the year.
There was discussion on the issue.

MUENSCHER MOVED TO RECOMMEND RESTORING THE TWO POSITIONS THROUGH
THE END OF THE YEAR, WITH THE SOURCE OF FUNDING TO BE RECOMMENDED BY
THE ADMINISTRATION.
The motion carried.
DISCUSSION OF CAPITAL NEED REQUEST FROM THE PARKS DEPARTMENT
Roger DeSpain and Pat Milliken of the Parks Department explained
their request for a transfer of funds to allow the purchase of a van
for the Outdoor Program, at a cost of $7,900.
There was discussion on the issue.
WARNER MOVED TO APPROVE THE TRANSFER OF FUNDS.
The motion carried.
The meeting was adjourned at 5:30 p.m.
