Also in attendance were County Executive Shirley Van Zanten; Tom Sutberry, Budget Director; Joan Ogden, County Auditor; Gerry Rhea, Bellingham Herald; Neil Clement, K.G.M.I., Don Kehrer, Building and Codes Department; Chris Mohnkern, Purchasing - Department; Larry Mount, Sheriff; Ed Henken, Engineering Depart- ment; and Harold Raymond, Personnel Director. IN ORDINANCE No. 84-59, Executive Van Zanten explained the background on the substitute draft that was presented. MUENSCHER MOVED THAT WE RECOMMEND ADOPTION TO THE FULL COUNCIL OF THE ORDINANCE AMENDING ORDINANCE NO. 85 -94, AN ORDINANCE RELATING TO AMENDING THE FINANCING OF RIVER IMPROVE- MENTS AS ESTABLISHED IN ORDINANCE NO. 84 -59. There was lengthy discussion regarding these two ordinances pertaining to peddlers and solicitors in the county. WARNER MOVED THAT NO RECOMMENDATION BE FORWARDED TO THE FULL COUNCIL ON THE ORDINANCES FOR PEDDLERS AND SOLICITORS. The motion carried. Executive Van Zanten explained that additional staffing is necessary for the Visitor & Convention Bureau during Finance Commi Minutes - Marini 31, 1j86 Page 2 Expo 86.and is requesting $2,000 from Ending Fund Balance to be put into the Visitor & Convention Center Fund. MUENSCHER MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL ADOPTION OF THE ORDINANCE TO REVISE THE 1986 CONVENTION CENTER FUND BUDGET. The motion carried. Executive Van Zanten explained the newly implemented county -wide maintenance contract for office machines. WARNER MOVED THAT WE RECOMMEND "DO PASS" TO THE FULL COUNCIL ON THE ORDINANCE TO REVISE THE ORDINANCE TO REVISE THE 1986 COUNTY SUPPLY FUND BUDGET. The motion carried. WARNER MOVED TO RECOMMEND TO THE FULL COUNCIL AWARDING THE BID FOR WHATCOM COUNCIL PRINTING TO THE BELLINGHAM HERALD. The motion carried. WARNER MOVED TO RECOMMEND TO THE FULL COUNCIL DECLARING THE 25,000 CUBIC YARDS OF SCREENINGS SURPLUS. The motion carried. Finance Commi Minutes - Marini 31, i:i86 Page 3 EXECUTIVE ITEMS AGREEMENT BY AND BETWEEN WHATCOM COUNTY NOR -BELL' WHATCOM COUNTY, WASHINGTON, AND WASHINGTON STATE COUNCIL OF COUNTY AND CITY EMPLOYEES, AFL -CIO, AFSCME LOCAL 1581 - I. Harold Raymond, Personnel Director, distributed a memorandum pertaining to the Nor -Bell contract changes for 1986, and discussed the contents with the committee members. WARNER MOVED TO RECOMMEND TO THE FULL COUNCIL THAT AUTHORI- ZATION BE GIVEN TO THE EXECUTIVE TO SIGN THE AGREEMENT BETWEEN WHATCOM COUNTY NOR -BELL, WHATCOM COUNTY, WASHINGTON, AND WASHING- TON STATE COUNCIL OF COUNTY AND CITY EMPLOYEES, AFL -CIO, AFSCME LOCAL 1581 - I. The motion carried. );QUEST TO REJECT ALL BIDS RECEIVED FOR FAIRGROUND$ POWER SYSTEM RENOVATION FOR THE NORTHWEST WASHINGTON FAIR, Executive Van Zanten distributed a letter from Richard Waldemar stating that the Directors of the Northwest Washington Fair voted unanimously to reject all bids to their electrical system since the lowest bid was $24,690.00 over their budget. WARNER MOVED TO RECOMMEND TO THE FULL COUNCIL REJECTION OF ALL BIDS RECEIVED FOR FAIRGROUNDS POWER SYSTEM RENOVATION FOR THE NORTHWEST WASHINGTON FAIR. The motion carried. RESOLUTION IN THE MATT_E3 OF VACA.TION� FOR THE COURT REPOBTEE'� AND THE COURT COMMISSIONER O IOR CO RT_ FOR 1.111 M COUNTY, Harold Raymond, Personnel Director, explained the background on the proposed resolution. There was lengthy discussion pertaining to vacation for the court reporters and the court commissioner. Chairman Roehl suggested that further information be secured as to how other counties are handling the matter of vacations for court reporters and the court commissioner. WARNER MOVED THAT THIS RESOLUTION IN THE MATTER OF VACATIONS FOR THE COURT REPORTERS AND THE COURT COMMISSIONER OF THE SUPERIOR COURT FOR WHATCOM COUNTY BE TABLED FOR TWO WEEKS. 6 Finance ...Hitt Minutes — March 31, 1986 Page 4 The motion carried.
