FINANCE COMMITTEE MEETING
MARCH 3, 1986
The Whatcom County Council Finance Committee was called to
order at 3:05 p.m. by Chairman Roehl with all members present.
Also in attendance were Executive Shirley Van Zanten; Tom
Sutberry, Budget Director; Councilmember Hansey; Dave McEachran,
Prosecuting Attorney; Larry Mount, Whatcom County Sheriff; Neil
Clement, K.G.M.I.; Western Washington University students: Paul
Swartz, Kristi Moen, Jeff Keeling; Kris Skewis; Lori Robinson;
and Mark Morrow, Bellingham Herald.
ORDINANCE TO REVISE THE 1986 MENTAL HEALTH FUND BUDGET
Tom Sutberry explained the background on this ordinance.
Warner spoke to the issue.
MUENSCHER MOVED TO RECOMMEND TO THE FULL COUNCIL ADOPTION OF
THE ORDINANCE TO REVISE THE 1986 MENTAL HEALTH FUND BUDGET.
There was discussion on the ordinance.
WARNER MOVED TO AMEND THE ORDINANCE BY HAVING THE COUNTY
WITHDRAW ITS $7,420 INPUT, LEAVING OVER $12,000 FOR MENTAL
HEALTH.
The motion to amend the ordinance failed.
WARNER MOVED TO CONTINUE THE DISCUSSION AT THE NEXT FINANCE
COMMITTEE MEETING.
The motion carried.
ORDINANCE INCREASING THE WHATCOM COUNTY PARK AND RECREATION
BOARD'S SMALL CHANGE FUND
MUENSCHER MOVED TO RECOMMEND TO THE FULL COUNCIL ADOPTION
OF THE ORDINANCE INCREASING THE WHATCOM COUNTY PARK AND RECREA-
TION BOARD'S SMALL CHANGE FUND.
The motion carried.
0RDINANCE AMENDING ORDINANCE N0, 85 -97, AN ORDINANCE IN THE
MATTER OF THE ADOPTION OF THE FINAL BUDGET OF WHATCOM COUNTY FOR
THE YEAR 1986 AND RESTRICTING THE EXPENDITURE OF CERTAIN FUNDS
THEREIN.
Executive Shirley Van Zanten explained the background on the
ordinance; Larry Mount, spoke in support of the ordinance.
There was lengthy discussion on this ordinance.
WARNER MOVED TO RECOMMEND "DO PASS" TO THE FULL COUNCIL
THE ORDINANCE AMENDING ORDINANCE NO. 85 -97, AN ORDINANCE IN THE
MATTER OF ADOPTION OF THE FINAL BUDGET OF WHATCOM COUNTY FOR THE
YEAR 1986 AND RESTRICTING THE EXPENDITURE OF CERTAIN FUNDS
THEREIN.
WARNER MOVED TO AMEND THE ORDINANCE TO READ THAT "ONE
POSITION LAPSE" INSTEAD OF "TWO".
Chairman Roehl spoke against the motion to amend.
Muenscher spoke against the motion to amend.
The motion failed.
MUENSCHER MOVED THAT WE RESTRUCTURE THIS ORDINANCE OR THAT
WE ADOPT IT AND RECOMMEND TO THE COUNCIL IN ITS ORIGINAL FORM,
TAKING OUT THE CHANGED LANGUAGE AS PROPOSED AND MAKE ONE MINOR
CHANGE IN THE DATE, FROM MARCH 1, 1986 TO READ "OCTOBER 1, 198611.
The motion carried.
MUENSCHER MOVED TO RECOMMEND TO THE FULL COUNCIL APPROVAL OF
THE AMENDED ORDINANCE NO. 85 -97, AN ORDINANCE IN THE MATTER OF
ADOPTION OF THE FINAL BUDGET OF WHATCOM COUNTY FOR THE YEAR 1986
AND RESTRICTING THE EXPENDITURE OF CERTAIN FUNDS THEREIN.
The motion carried.
ORDINANCE REVISING THE 1986 CURRENT EXPENSE FUND, PROSECUTING
ATTORNEY'S BUDGET THEREIN.
Executive Van Zanten referred to her memo of February 27
regarding the management of Tort Claims Funds and recommends
extending the position until the end of 1986.
MUENSCHER MOVED THAT WE RECOMMEND APPROVAL TO THE FULL
COUNCIL ADOPTION OF THE ORDINANCE REVISING THE 1986 CURRENT
EXPENSE FUND, PROSECUTING ATTORNEY'S BUDGET THEREIN.
MUENSCHER MOVED TO AMEND THE ORDINANCE BY CHANGING THE DATE
FROM APRIL 1, 1986 TO DECEMBER 31, 1986.
Muenscher spoke to the amended motion.
Warner spoke to the amended motion.
Roehl spoke against the amended motion.

The motion to amend carried.
The motion to adopt the ordinance as amended carried.
ORDINANCE REVISING THE 1986 CURRENT EXPENSE FUND, NON- DEPARTMEN-
TAL BUDGET THEREIN
Chairman Roehl stated that this ordinance is for NACO to
work for continuation of the General Revenue Sharing Program.
MUENSCHER MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL
THE ORDINANCE REVISING THE 1986 CURRENT EXPENSE FUND, NON- DEPART-
MENTAL BUDGET THEREIN.
The motion carried.
Item 6, Discussion regarding volunteer service to Whatcom County
was withdrawn since the Union representative was not
notified in time and will be carried over until the next
Finance Committee meeting.

BID AWARD RECOMMENDATION FOR THE PURCHASE OF OFFICE COPY
MACHINES TO OFFICE SYSTEMS NORTHWEST, IN THE TOTAL AMOUNT OF
$17,371.00, INCLUDING SALES TAX AND TRADE -IN ALLOWANCES.
Executive Van Zanten explained the background on the bid
award recommendation pertaining to three office copy machines.
WARNER MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL
AUTHORIZATION TO AWARD THE BID FOR THE PURCHASE OF OFFICE COPY
MACHINES TO OFFICE SYSTEMS NORTHWEST, IN THE TOTAL AMOUNT OF
$17,371.00, INCLUDING SALES TAX AND TRADE -IN ALLOWANCES.
The motion carried.
