HomeMy WebLinkAboutFinance Committee March 17 19861 _ WHATCOM COUNTY COUNCIL FINANCE COMMITTEE MINUTES March 17, 1986 The Whatcom County Council Finance Committee was called to order at 3:05 p.m. by Acting Chairman Dan Warner; Chairman Roehl was absent; member Muenscher present. Also in attendance were Executive Shirley Van Zanten; Tom Sutberry, Budget Director; Peggy Ball, Mental Health Director; Brad Bennett, Public Works Department; Willard Fry, Public Works Department; Marlen Hansen, Public Works Department; Edwin Henken, Public Works Department; Mark Morrow, Bellingham Herald; Roger DeSpain, Director, Park Department; Sheriff Larry Mount; Councilmember Jim Hawley; and Neil Clement, K.G.M.I. Peggy Ball explained the background on the Mental Health Fund budget. MUENSCHER MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL ADOPTION OF THE ORDINANCE TO REVISE THE 1986 MENTAL HEALTH FUND BUDGET. The motion carried. Executive Van Zanten explained the background on this proposed ordinance in which a grant of $12,370 has been made available from the Institute of Museum Services for upgrading the Semiahmoo Museum. Roger DeSpain, Director of the Park Department, explained the details of the proposed ordinance. MUENSCHER MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL ADOPTION OF THE ORDINANCE TO REVISE THE 1986 PARKS AND RECREATION FUND BUDGET. The motion carried. Executive Van Zanten requested that this proposed ordinance be held over for two weeks since it needs to be rewritten. Ed Henken, Public Works Department, spoke about the proposed ordinance. Whatcom County Council Finance Committee Minutes March 17, 1986 Page 2 MUENSCHER MOVED THAT THE ADMINISTRATION HOLD ORDINANCE AMENDING ORDINANCE NO. 85 -94, AN ORDINANCE RELATING TO AMENDING THE FINANCING OF RIVER IMPROVEMENTS AS ESTABLISHED IN ORDINANCE NO. 84 -59 OVER FOR TWO WEEKS. WARNER SUGGESTED RECOMMENDING TO.THE FULL COUNCIL THAT EXECUTIVE VAN ZANTEN'S REMARKS CONCERNING "FINANCIAL INFORMATION ON COSTS OF COMMISSIONER VERSUS EXECUTIVE /COUNCIL FORMS OF GOVERNMENT" ARE SATISFACTORY TO THE COMMITTEE. The suggestion was adopted. Executive Van Zanten explained the background on this resolution. MUENSCHER MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL THE RESOLUTION APPROVING THE ISSUANCE OF' INDUSTRIAL DEVELOPMENT REVENUE BONDS BY THE INDUSTRIAL DEVELOPMENT CORPORATION OF THE PORT OF BELLINGHAM FOR LIQUID CARBONIC CARBON DIOXIDE CORPORA- TION. The motion carried. EXECUTIVE ITEMS Executive Van Zanten explained the background on the bid award recommendations and distributed a memo from Brad Bennett, Fiscal Manager, Department of Public Works, regarding the vehicle bid awards. Willard Fry, Fleet Manager, Department of Public Works, discussed the bid award recommendations. 1. Two side - mounted rotary mowers to Sahlberg Equipment Inc., in the amount of $14,782.30, including sales tax. Whatcom County Council Finance Committee Minutes March 17, 1986 Page 3 MUENSCHER MOVED TO RECOMMEND TO THE FULL COUNCIL THAT AUTHORIZATION BE GIVEN FOR THE BID AWARD TO SAHLBERG EQUIPMENT INC., FOR TWO SIDE - MOUNTED ROTARY MOWERS, IN THE AMOUNT OF $14,782.30, INCLUDING SALES TAX. 2. Rear - mounted flair brush mower to Brim Tractor Co., Inc. in amount of $14,868.00, including sales tax. MUENSCHER MOVED TO RECOMMEND TO THE FULL COUNCIL THAT AUTHORIZATION BE GIVEN FOR THE BID AWARD TO BRIM TRACTOR CO., INC. FOR A REAR - MOUNTED FLAIR BRUSH MOWER, IN THE AMOUNT OF $14,868.00, INCLUDING SALES TAX. The motion carried. 3. Tractor to Farmers Equipment Co. Inc., in the amount of $49,950.00, including sales tax. MUENSCHER MOVED TO RECOMMEND TO THE FULL COUNCIL THAT OTHER BIDS BE SUBMITTED FOR THE TRACTOR. Muenscher stated that this bid item will be brought before the full Council with a split decision. Acting Chairman Warner suggested that only one person from the Public Works Department needs to be at the Council meeting. 4. Four -wheel drive utility vehicle to Jerry Chambers Chev- rolet, in the amount of $12,374.44, including sales tax. MUENSCHER MOVED TO RECOMMEND TO THE FULL COUNCIL THAT AUTHORIZATION BE GIVEN FOR THE BID AWARD TO JERRY CHAMBERS CHEVROLET, IN THE AMOUNT OF $12,374.44, INCLUDING SALES TAX. The motion carried. 5. Three four -door sedans to Bellingham Chrysler Center, in the amount of $29,169.16, including sales tax. MUENSCHER MOVED TO RECOMMEND TO THE FULL COUNCIL THAT AUTHORIZATION BE GIVEN FOR THE BID AWARD TO BELLINGHAM CHRYSLER CENTER, IN THE AMOUNT OF $29,169.16, INCLUDING SALES TAX. The motion carried. 6. Four half -ton pickup trucks to Jerry Chambers Chevrolet, in the amount of $35,075.66, including sales tax. Whatcom County Council Finance Committee Minutes March 17, 1986 Page 4 MUENSCHER MOVED TO RECOMMEND TO THE FULL COUNCIL THAT AUTHORIZATION BE GIVEN FOR THE BID AWARD TO JERRY CHAMBERS CHEVROLET, IN THE AMOUNT OF $35,875.66, INCLUDING SALES TAX. The motion carried. 7. Two Sheriff K -9 patrol utility vehicles to Diehl Ford, in the amount of $28,053.87, including sales tax. MUENSCHER MOVED TO RECOMMEND TO THE FULL COUNCIL THAT AUTHORIZATION BE GIVEN TO DIEHL FORD, IN THE AMOUNT OF $96,310.11, INCLUDING SALES TAX. 8. Nine Sheriff patrol sedans to Jerry Chambers Chevrolet, in the amount of $96,310.11, including sales tax. MUENSCHER MOVED TO RECOMMEND TO THE FULL COUNCIL THAT AUTHORIZATION BE GIVEN TO JERRY CHAMBERS CHEVROLET, IN THE AMOUNT OF $96,318.11, INCLUDING SALES TAX. Executive Van Zanten explained the background on this resolution. MUENSCHER MOVED TO RECOMMEND APPROVAL TO THE FULL COUNCIL OF THE RESOLUTION TO SELL PROPERTY ACQUIRED BY THE COUNTY ON TAX FORECLOSURE (LOT 191, DIVISION 3, SUDDEN VALLEY) The motion carried. There was some discussion on cablevision and garbage rates for low- income and senior citizens. MUENSCHER MOVED TO RECOMMEND TO THE FULL COUNCIL THAT THE ADMINISTRATION CHECK INTO THE RATES FOR SENIOR CITIZENS. There was further discussion on the subject. Muenscher withdrew his motion. Whatcom County Council Finance Committee Minutes March 17, 1986 Page 5 Councilmember Muenscher suggested observing that "the committee had received correspondence from a citizen regarding rates for senior citizens." Acting Chairman Warner announced his resignation from the LEOFF Board, stating that his work sdchedule makes it impossible to be an effective LEOFF Board member, considering its meeting time. He needs to be relieved of that duty, perhaps being assigned to another Board. Councilmember Muenscher suggested that Warner merely resign his position.
