FINANCE COMMITTEE
June 2, 1986
The meeting was called to order at 3:25 p.m. by Chairman Roehl
with all members present. Also in attendance were: Councilman
Jim Hawley; Executive Shirley Van Zanten; Tom Sutberry, Budget
Director; Neil Clement, KGMI; Mark Morrow, Bellingham Herald;
Jon Ostlund, Public Defender; Jenna Graham, County Clerk; Nat
Dickinson, Purchasing; Vic Battson, Assessor; Willard Fry,
Maintenance and Operations; and Larry Mount and Douglas Gill
of the Sheriff's Department.
ORDINANCE TO REVISE THE 1986 CURRENT EXPENSE FUND, SHERIFF'S
BUDGET THEREIN
Sheriff Mount distributed a chart containing statistics
comparing Whatcom County law enforcement with other counties.
WARNER MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
WARNER MOVED TO HOLD THE ORDINANCE IN THE COMMITTEE.
The motion carried.
ORDINANCE TO REVISE THE 1986 CURRENT EXPENSE FUND, PUBLIC DEFENDER'S
BUDGET THEREIN
Roehl distributed copies of a substitute ordinance, which
would allow for transfer of the necessary funds from the Prosecuting
Attorney's budget, rather than the Expo Fund.
WARNER MOVED TO RECOMMEND APPROVAL OF THE PUBLIC DEFENDER'S
REQUEST FOR FUNDS, INDEPENDENT OF THE FUNDING SOURCE.
Van Zanten explained her reasons for proposing that the money
be taken from the Expo Fund.
The motion carried.
ORDINANCE TO REVISE THE 1986 CURRENT EXPENSE FUND, CLERK'S BUDGET
THEREIN
WARNER MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
WARNER MOVED TO HOLD THE ORDINANCE IN THE COMMITTEE.

ARBITRATION
Van Zanten explained the proposed ordinance.
WARNER MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
ORDINANCE TO REVISE THE 1986 COUNTY PARKS FUND BUDGET
MUENSCHER MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
There was discussion on the motion.
The motion carried.
Roehl left the meeting, and Warner assumed the chair.
ORDINANCE TO REVISE THE 1986 CONVENTION CENTER FUND BUDGET
Van Zanten explained the proposed ordinance.
MUENSCHER MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.

BID AWARD FOR THE NORTHWEST WASHINGTON FAIR GROUNDS CATTLE
BARN ELECTRICAL POWER SYSTEM RENOVATION TO THE LOW BIDDER,
VAN'S PLUMBING & ELECTRIC INC., IN THE AMOUNT OF $16,305
PLUS SALES TAX
Van Zanten explained the bid award.
MUENSCHER MOVED TO RECOMMEND APPROVAL OF THE BID AWARD.
Roehl returned to the,meeting.

BID AWARD FOR TWO COMPACT SEDANS FOR PUBLIC WORKS EQUIPMENT
RENTAL TO REPLACE TWO 1972 SEDANS CURRENTLY USED BY ASSESSOR'S
STAFF TO THE LOW BIDDER JERRY CHAMBERS CHEVROLET FOR TWO
CHEVROLET CAVALIERS AT A NET BID OF 14.453.65. INCLUDING
TRADE IN AND SALES TAX

BIDDER, W.A.C. CORPORATION, IN THE TOTAL AMOUNT OF $37,800.07
INCLUDING SALES TAX
Nat Dickinson explained the bid award.
WARNER MOVED TO RECOMMEND APPROVAL OF THE BID AWARD.

REQUEST FOR APPROVAL OF BIDDER'S LIST SUPPLY OF PLASTIC
SEWER PIPE
Van Zanten explained the request.
WARNER MOVED TO RECOMMEND APPROVAL OF THE BIDDER'S LIST.
The motion carried.
Muenscher left the meeting.
DEPUTY PROSECUTING ATTORNEY'S UNION CONTRACT
Van Zanten explained the provisions of the contract.
WARNER MOVED TO RECOMMEND ACCEPTANCE OF THE CONTRACT.
The motion carried.
Van Zanten requested a meeting with the Council as soon as
possible to establish guidelines for contract negotiations.
WARNER MOVED TO RECOMMEND THAT A MEETING OF THE COMMITTEE OF
THE WHOLE, HELD IN EXECUTIVE SESSION, BE SCHEDULED AS SOON AS
POSSIBLE TO DISCUSS UPCOMING CONTRACT NEGOTIATIONS.
The motion carried.
RESOLUTION TO SELL PROPERTY ACQUIRED BY COUNTY ON TAX FORE-
CLOSURE SUDDEN VALLEY DIVISION 25, LOT 125)
Muenscher returned to the meeting.
MUENSCHER MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION.
The motion carried.
