FINANCE COMMITTEE
December 15, 1986
The meeting was called to order at 3:07 p.m. by Vice
Chairman Warner, with Muenscher present. Also present were Tom
Sutberry, Budget Director; Mark Morrow, Bellingham Herald; Brad
Bennett, Public Works Accounting; N.F. Jackson, Assigned Counsel;
Harold Raymond, Personnel; and Ray Gordon, County Jail.

Tom Sutberry explained the ordinance, and there was
discussion about the advisability of deleting the requirement
that Council approve inter -line transfers over $5,000. Tom
Sutberry was asked to develop a system or procedure which would
address the Committee's concerns.
MUENSCHER MOVED TO HOLD THE ORDINANCE UNTIL THE JANUARY
MEETING OF THE FINANCE COMMITTEE.
The motion carried.
ORDINANCE TO REVISE THE 1986 PHYSICAL PLANT AND CAPITAL
FACILITIES FUND BUDGET
Tom Sutberry explained the ordinance.
MUENSCHER MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
ORDINANCE TO REVISE THE WHATCOM COUNTY CURRENT EXPENSE FUND
PUBLIC DEFENDER'S BUDGET THEREIN
Tom Sutberry explained the ordinance.
MUENSCHER MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.

THE WHATCOM COUNTY SUPERIOR COURT WITH BRENNAN$ CLARK, BAUM$
WALKER, LERNER AND BOYSON INDIVIDUALLY AND /OR COLLECTIVELY
N.F. Jackson explained the contract, and there was
discussion about the terms of the contract.
MUENSCHER MOVED TO RECOMMEND APPROVAL OF THE REQUEST.

REQUEST FOR APPROVAL OF BIDDERS LIST,, JAIL FOOD SERVICE SUPPLIES
FOR 1987p TO ESTABLISH FIRM PRICES FOR SUPPLIES FOR 1987
