FINANCE COMMITTEE
August 18, 1986
The meeting was called to order at 3 :10 p.m. by Acting
Chairman Warner with Muenscher present. Also present were
Executive Shirley Van Zanten; Tom Sutberry, Budget Director;
Randy Watts, Civil Deputy Prosecuting Attorney; Orville Garrett,
Sharon Wolf, and Stewart Buttrick of the Boundary Review Board;
Doug Gill, Sheriff's Department; Harold Raymond, Personnel;
Willard Fry and Marlen Hansen, Public Works; Vic Battson,
Assessor; Bob Jurica, Engineering; Neil Clement of KGMI; and
Carla Savalli of the Bellingham Herald.
DISCUSSION OF BOUNDARY REVIEW BOARD INSURANCE
The problem of obtaining liability insurance for the
Boundary Review Board was discussed.
MUENSCHER MOVED TO RECOMMEND TO THE COUNCIL THAT THE COUNCIL
CHAIR WRITE A LETTER TO THE BOUNDARY REVIEW BOARD MEMBERS TELLING
THEM THEY ARE FULLY COVERED UNDER THE COUNTY'S SELF - INSURANCE
PROGRAM.
The motion carried.
Doug Gill discussed the need to fill two deputy positions.
There was discussion on the issue.
MUENSCHER MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.

MUENSCHER MOVED TO RECOMMEND THAT THE SUBJECT BE ADDED TO
THE AGENDA OF THE NEXT MEETING OF THE COMMITTEE OF THE WHOLE.
The motion carried.
Shirley Van Zanten explained the bid award.
MUENSCHER MOVED TO RECOMMEND APPROVAL OF THE BID AWARD.
The motion carried.

Shirley Van Zanten explained the transfer request.
MUENSCHER MOVED TO RECOMMEND APPROVAL OF THE OVERLIMIT
TRANSFER.
The motion carried.
Shirley Van Zanten and Bob Jurica explained the contract
award.
MUENSCHER MOVED TO RECOMMEND APPROVAL OF THE CONTRACT AWARD.
The motion carried.
