WHATCOM COUNTY COUNCIL MEETING
July 3, 1986
The meeting was called to order by Chairman Hansey at 7:40 p.m.
Present were Hawley, Johnson, Muenscher, Roehl, and Warner.
MINUTES
The minutes of the meetings of June 17, 1986 and June 19,
1986 were approved.
EXECUTIVE ITEMS
BID AWARD RECOMMENDATION FOR A 100 H.P. TRACTOR TO THE LOWEST
RESPONSIVE BIDDER, FARMERS EQUIPMENT COMPANY, FOR AN INTER-
NATIONAL HARVESTER 3488 HYDRO, IN THE AMOUNT OF $37,087.50,
INCLUDING SALES TAX
Shirley Van Zanten explained the proposed bid, and distributed
information, in response to a request by the Finance Committee, which
indicated that the list price for the tractor would be projected at
$52,562.34 plus tax.
Roehl reported that the Finance Committee recommended approval.
ROEHL MOVED TO APPROVE THE BID AWARD.
The motion carried.
BID AWARD RECOMMENDATION VOR A SELF - PROPELLED ROTARY SWEEPER
TO THE ONLY BIDDER, SAHLBERG EQUIPMENT INC., FOR A W.F. LARSON
SWEEPER, IN THE NET AMOUNT OF $30,808.69 INCLUDING TRADE -IN
AND SALES TAX
Shirley Van Zanten explained the proposed bid award.
Roehl reported that the Finance Committee recommended approval.
ROEHL MOVED TO APPROVE THE BID AWARD.

BID AWARD RECOMMENDATION FOR DIESEL TANDEM AXLE DUMP TRUCKS
TO THE LOWEST RESPONSIVE BIDDER, KENWORTH NORTHWEST, FOR THREE
NEW KENWORTH C -510 DUMP TRUCKS WITH TRUCKWELD BODIES FOR A NET
BID OF $195,022.78 INCLUDING TRADE -IN AND SALES TAX
Shirley Van Zanten explained the proposed bid, and distributed
additional information concerning the bid submitted by Diehl Ford.

RESPONSIVE BIDDER, IBM CORPORATION WITH A TOTAL BID OF
17,408.62, INCLUDING SALES TAX
Shirley Van Zanten explained the bid award.
Roehl reported that the Finance Committee recommended approval.

OVERLIMIT TRANSFER IN THE PLANNING DEPARTMENT IN THE AMOUNT
OF . 8 , 888.93
This item was held in the Finance Committee.
OVERLIMIT TRANSFER IN THE BUILDINGS AND CODE ADMINISTRATION
FUND, PUBLIC WORKS ADMINISTRATION, IN THE AMOUNT OF $24,161
Shirley Van Zanten explained the overlimit transfer.
Roehl reported that the Finance Committee recommended approval.
ROEHL MOVED TO APPROVE THE OVERLIMIT TRANSFER.
There was discussion on the motion.

CONSIDERATION OF A REQUEST TO FILL THE CHIEF CIVIL DEPUTY
POSITION IN THE PROSECUTING ATTORNEY'S OFFICE
Shirley Van Zanten explained her request to fill the position.
There was discussion concerning the request.
Warner reported that the Finance Committee recommended that the
position be filled.
WARNER MOVED TO AUTHORIZE THE EXECUTIVE TO FILL THE POSITION.
There was further discussion on the motion.
The motion carried.
INSURANCE FOR "WHATCOM CHIEF"
This item was added to the agenda at the request of Shirley
Van Zanten, who asked the Council to approve the bid submitted
by T.W. Rice & Co. to insure the "Whatcom Chief" ferryboat.
HAWLEY MOVED TO AUTHORIZE THE EXECUTIVE TO ENTER INTO AN
INSURANCE CONTRACT WITH T.W. RICE AND CO.
The motion carried.
REPORT OF THE EXECUTIVE
Copies of a letter from Superior Court judges, a report
on the Building Maintenance fund supplemental budget, and a
report on employee training were distributed to the Council.
OPEN SESSION
No one spoke during open session.
HEARING
IN THE MATTER OF THE VACATION OF A PORTION OF GALBRAITH LANE
The public hearing in the matter of the Galbraith Lane vacation
was opened by Chairman Hansey. No one wished to speak, and the
hearing was closed.
Muenscher reported that the Planning and Development Committee
recommended approval of the vacation.
MUENSCHER MOVED TO APPROVE VACATION OF A PORTION OF GALBRAITH

The motion carried.
ROEHL MOVED TO ADJOURN TO EXECUTIVE SESSION FOR APPROXIMATELY
ONE -HALF HOUR TO DISCUSS CONTRACT NEGOTIATIONS.
The motion carried. The Council adjourned to Executive
Session at 8:25 p.m., and reconvened at 9:07 p.m.
FINAL CONSIDERATION OF RESOLUTIONS AND ORDINANCES
RESOLUTION CONFIRMING REASSESSMENT OF PROPERTY WITHIN THE
MACAULAY CREEK FLOOD CONTROL DISTRICT
Johnson reported that the Public Services Committee recommended
approval of the resolution.
JOHNSON MOVED TO APPROVE TIIE RESOLUTION.
The motion carried.
RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE TO PREPARE AND
ENTER INTO A LEASE AGREEMENT WITH THE CITY OF EVERSON FOR
A PERIOD OF 60 DAYS FOR THE STRANDEL G -2 GARAGE PROPERTY
Shirley Van Zanten explained that the resolution was no
longer needed.
ROEHL MOVED TO TABLE THE RESOLUTION INDEFINITELY.
The motion carried.
ORDINANCE AMENDING THE WHATCOM COUNTY ROAD IMPROVEMENT
DISTRICT NO. 6 FUND BUDGET TO PROVIDE APPROPRIATION
AUTHORITY TO PAY WHATCOM COUNTY ROAD FUND FOR THE COSTS
OF IMPROVEMENTS IN ROAD IMPROVEMENT DISTRICT NO. 6
Roehl reported that the Finance Committee recommended adoption
of the ordinance.
ROEHL MOVED TO ADOPT THE ORDINANCE.
There was discussion on the motion.
The motion carried unanimously.
ORDINANCE ADOPTING A SUPPLEMENTAL BUDGET FOR BUILDING
MAINTENANCE FUND'S 1986 BUDGET
Roehl reported that the Finance Committee recommended adoption
of the ordinance.

The motion carried unanimously.
OTHER BUSINESS
RECONSIDERATION OF THE ACTION OF THE WHATCOM COUNTY
COUNCIL ON JUNE 6 1985 REGARDING THE RATE INCREASE
FROM 10 CANADIAN TO 10 U.S. FUNDS FOR CABLEVISION
SERVICES FROM DELTA CABLE TELEVISION, LTD., IN POINT
ROBERTS. WASH.
Chairman Hansey stated that two ordinances dealing with
this issue would be introduced later in the meeting.
PETITION REQUESTING THE COUNCIL TO ESTABLISH A LIGHTING
IMPROVEMENT DISTRICT IN THE EMERALD LAKE DISTRICT, RE-
CEIVED FROM RESIDENTS OF THE AREA
The petition was accepted by consent and referred to the
Planning and Development Committee.
PETITION REQUESTING COUNCIL TO ALTER THE LOT LINE BETWEEN
LOTS 173 AND 174, DIVISION 2, IN THE PLAT OF SUDDEN VALLEY,
FILED BY MR. & MRS. R.F. HILPERT
The petition was accepted by consent and referred to the
Planning and Development Committee.
OPEN SPACE APPLICATION FILED BY WILLIAM R. BIRCHALL
The application was accepted by consent and referred to the
Planning Commission.
CORRESPONDENCE FROM THE CITY OF BLAINE REQUESTING THAT
COUNCIL PLACE ON THE SEPTEMBER BALLOT THE QUESTION OF
ANNEXING BLAINE TO THE WHATCOM COUNTY RURAL LIBRARY DISTRICT
The correspondence was received by consent and referred to
the Planning and Development Committee.
HEALTH BOARD REPLACEMENT
ROEHL MOVED TO APPROVE C.J. "CORKY" JOHNSON AS HANSEY'S
REPLACEMENT ON THE WHATCOM COUNTY HEALTH BOARD.

Hawley, and scheduled for a public hearing at the Council's
first meeting in August.

ORDINANCE AMENDING THE URBAN RESIDENTIAL MEDIUM DENSITY
DISTRICT, CHAPTER 20.22, TO CONDITIONALLY PERMIT CIURCHES,

The above two ordinances were introduced by consent and
referred to the Planning and Development Committee.
REPORTS AND OTHER ITEMS FROM COUNCIL
Hawley, reported that a vacancy on the Solid Waste Advisory
Committee needed to be filled. Hansey said that nominations for
the position would be accepted at the Council's next meeting.
The meeting was adjourned at 9:30 p.m.
