COMMITTEE OF THE WHOLE
December 2, 1986
The meeting was called to order by Chairman Hansey at 7:00
p.m. with all Council members present.

Shirley Van Zanten summarized the history and methods of the
Solid Waste Advisory Committee, and thanked the Committee and the
Engineering Department for their work on the plan.
Dr. Robert Eslinger of the Solid Waste Advisory Committee
reviewed the Committee's recommendations, as stated in Chapter 6
of the plan. There was discussion on some of the recommendations
among Dr. Eslinger, the Council, Bob Jurica of the County
Engineering Department, and Committee members Gary Gibbons,
Donald Gischer, Joe Marcinek, and Jeffrey Brown. The procedure
necessary in order for the Council to approve the resolution
adopting the plan was also discussed. Chairman Hansey stated
that an additional work session on the plan would be scheduled at
a later date.
The meeting was recessed at 8:50 p.m., and reconvened at
9:05 p.m.
RESOLUTION AMENDING THE PERSONNEL POLICIES AND PROCEDURES FOR
WHATCOM COUNTY EMPLOYEES
Harold Raymond, Personnel Director, distributed to the
Council a letter summarizing the additions, deletions, or changes
made to the policies and procedures.
The policies and procedures were discussed by the Council,
Shirley Van Zanten, and Harold Raymond.
JOHNSON MOVED THAT THE CHAIR APPOINT A COMMITTEE TO REVIEW
THE PERSONNEL POLICIES AND PROCEDURES FOR WHATCOM COUNTY
EMPLOYEES.
The motion carried.
Chairman Hansey appointed a Personnel Policy Committee
consisting of himself, Muenscher, and Warner, and the resolution
was referred to that Committee.

Harold Raymond distributed new drafts of both resolutions.
The resolutions were discussed by the Council, Shirley Van
Zanten, and Harold Raymond.
The resolutions were referred to the Personnel Policy
Committee for further study.
The meeting was adjourned at 9:40 p.m.
