HomeMy WebLinkAboutCommittee of the Whole December 18 1986WHATCOM COUNTY COUNCIL COMMITTEE OF THE WHOLE December 18, 1986 The meeting was called to order at 6:30 p.m. by Chairman Hansey with Burton, Hawley, Johnson, Roehl and Warner present. Muenscher arrived at 6 :45 p.m. DISCUSSION OF COUNCIL OPERATING PROCEDURES AND RELATED ISSUES FORM FOR COUNCIL RESPONSE TO PROBLEMS Warner proposed a multi- carbon form to transmit to the Executive questions or complaints received by Council members, which would facilitate response to the Council member and written follow -up to the constituent. There was a general consensus that the form would be useful. COUNTY EMPLOYEES' PUBLIC RELATIONS SKILLS Warner stated that according to Personnel Director Harold Raymond this issue was being addressed by the County in an on- going process. WESTERN WASHINGTON UNIVERSITY RESOURCES Warner suggested that the County explore the possibility of making greater use of university resources, such as student interns. COUNCIL CONDUCT Warner explained his belief that debate on issues before the Council should take place prior to the vote and not afterwards, and that accusations by Council members of wrongdoing by the Council should be substantiated or not made. Discussion followed. COMMITTEE OF THE WHOLE MEETING SCHEDULE Hansey discussed the possibility of scheduling a regular monthly Committee of the Whole meeting in addition to the two regular Council meetings. He also suggested the possibility of starting all Council meetings at 7:00 p.m. rather than 7:30 p.m. Committee of the Whole December 18, 1986 Page 2 COMMITTEE STRUCTURE The feasibility of combining some Council committees, such as Planning and Development and Public Services, was discussed. It was also suggested that purchases of road equipment be referred to Public Services rather than Finance for approval.
