HomeMy WebLinkAboutCommittee of the Whole December 11 1986WHATCOM COUNTY COUNCIL COMMITTEE OF THE WHOLE December 11, 1986 The meeting was called to order by Chairman Hansey at 7:00 p.m. with Burton, Hawley, Muenscher and Warner present. REVIEW OF UPDATED WHATCOM COUNTY COMPREHENSIVE SOLID WASTE MANAGEMENT PLAN AND RELATED ISSUES There was extensive discussion of the central question of whether to close the Cedarville landfill site completely, partially, or leave it open, and of the merits of the proposed leachate control system. It was established that the leachate control system would have to be installed if Cedarville is operated as a landfill in any capacity in 1987. Dr. Jones of the Health Board stated that he believed the Solid Waste Management Plan as written would be acceptable to the Health Board. Bob Jurica of the Engineering Department outlined the major deadlines facing the County in this issue, as follows: 1. If the Cedarville landfill is to continue operating after December 31, 1986, a permit will have to be obtained from the Health Board prior to January 1, 1987. 2. The Department of Ecology grant for the leachate control system expires at the end of the year, but the paperwork to request an amendment has already been sent in. 3. The option for a leachate treatment agreement with the City of Ferndale expires December 31, 1986; if necessary an extension could be requested. MUENSCHER MOVED TO RECOMMEND TO THE FULL COUNCIL AT ITS MEETING OF DECEMBER 18, 1986 APPROVAL OF THE COMPREHENSIVE SOLID WASTE MANAGEMENT PLAN AS PRESENTED; THAT ANY MOTIONS TO AMEND THE PLAN BE PRESENTED AT THAT MEETING IN WRITING; AND THAT DISCUSSION ON THE WRITTEN MOTIONS BE LIMITED. The motion carried. HAWLEY MOVED TO RECOMMEND TO CLOSE THE CEDARVILLE LANDFILL COMPLETELY ON JANUARY 1 AND NOT INSTALL THE LEACHATE CONTROL SYSTEM. The motion failed. December 11, 1986 Page 2 BURTON MOVED TO RECOMMEND TO KEEP THE CEDARVILLE LANDFILL OPEN FOR OPERATION ON A DAILY BASIS, AND INSTALL THE LEACHATE CONTROL SYSTEM. The motion failed. The Committee concluded that further work on the plan would be pointless until a majority of the Council could reach a consensus on the major issue of the future of the Cedarville landfill.
