HomeMy WebLinkAboutSpecial Council November 11 1987JOINT MEETING SAN JUAN COUNTY COMMISSIONERS SKAGIT COUNTY COMMISSIONERS WHATCOM COUNTY COUNCIL November 11, 1987 The meeting was called to order at 7:00 p.m. by Acting Chair Burton at the Inn at Semi -ah -moo in Blaine, Washington. Present were San Juan County Commissioners Douglas R. "Doug" Corliss, Jeff McKay, and Thomas R. Cowan; Skagit County Commissioners Otto Walberg, Bill Vaux, and David C. Rohrer; and Whatcom County Council Members Tom Burton, Donald G. Hansey, J.V. "Jim" Hawley, Jr., C.J. "Corky" Johnson, R.W. "Bob" Muenscher, and William P. Roehl. Council Member Daniel M. Warner arrived at 7 :20 p.m. APPOINTMENT OF REPLACEMENT FQR PAT MCMULLEN TO THE WASHINGTON STATE HOUSE OF REPRESENTATIVES. 40TH LEGISLATIVE DISTRICT, POSITION 2 The meeting began with discussion about the procedures to be used during the meeting. CORLISS MOVED, SECONDED BY WALBERG, TO USE ROBERTS' RULES OF ORDER. The motion carried. COWAN MOVED, SECONDED BY JOHNSON, TO RECOGNIZE BURTON AS THE CHAIR, THAT THE SELECTION OF AN APPOINTEE BE BASED ON A SIMPLE MAJORITY, AND THAT THE PERSON WITH THE LOWEST NUMBER OF VOTES BE ELIMINATED FROM THE BALLOT IF THERE WERE NO CLEAR MAJORITY ON THE FIRST BALLOT. The motion carried. HAWLEY MOVED, SECONDED BY COWAN, TO NOMINATE JIM FOX, JAMIE BELETZ AND VINCE SELLEN AS THE THREE CANDIDATES FOR THE APPOINTMENT. The motion carried. Vince Sellen, Jamie Beletz, and Jim Fox were then asked to speak briefly on their qualifications for the position. Following the candidates' presentations, each Commissioner and Council Member was given the opportunity to ask questions of the candidates. The questions concerned the following issues: accessibility to constituents; state - mandated programs which force local governments to appropriate funds; a state income tax; problems related to the aquaculture industry; state vs. local government authority; legislation to remove mandatory binding arbitration; the financial problems of the counties; projects the November 11, 1987 Page 2 applicants would like to pursue as legislators; problems resulting from cutbacks in aid to the elderly; economic development for the counties; economic development vs. environmental concerns; environmental issues facing the 40th District; Phase II of the Boldt decision; the State Salary Commission; and the State Constitution. Following the question- and - answer session, it was determined that a simple majority would be 4 and 4/7 of the vote, with each Commissioner having 1 vote and each Council Member having 3/7 of a vote. Corliss, McKay, and Rohrer spoke in support of Jim Fox. Roehl and Walberg spoke in support of Vince Sellen. A roll -call vote resulted in 4 and 6/7 votes for Jim Fox, giving him a simple majority of the vote. Corliss, Cowan, McKay, Rohrer, Burton (3/7) and Hansey (3/7) voted for Fox. Vaux, Walberg, Hawley (3/7), Johnson (3/7), Muenscher (3/7), Roehl (3/7), and Warner (3/7) voted for Sellen, giving him a total of 4 1/7 votes. JOINT RESOLUTION OF SAN JUAN, SKAGIT, AND WHATCOM COUNTIES, DECLARING THE APPOINTMENT OF JIM FOX AS STATE REPRESENTATIVE, 40TH LEGISLATIVE DISIRIC1, POSITION 2 COWAN, SECONDED BY MCKAY, MOVED TO APPROVE THE RESOLUTION APPOINTING JIM FOX.
