HomeMy WebLinkAboutPublic Services June 18 1987WHATCOM COUNTY COUNCIL PUBLIC SERVICES COMMITTEE June 18, 1987 The meeting was called to order by Committee Chair Johnson at 6 :30 p.m. with all committee members present. Also present were Shirley Van Zanten, County Executive; Ed Henken, Bob Jurica and Todd Rosimbum of Engineering; Dan Taylor, Planning Department; Marlen Hansen, Public Works; Neil Clements, KGMI; Cal Bratt, Lynden Tribune; and several citizens from the Sumas River Drainage District. SUMAS RIVER DRAINAGE ROV M NT DISIRICT/FLOOD CONTROL DISTRIC There was discussion about reactivating a Flood Control District for the area which would have been covered by the failed Sumas River Drainage Improvement District. Ed Henken explained that the Flood Control District was still in existence, but an election would be needed to start assessments. The election for the Flood Control District would differ from the Drainage Improvement District election in that it would be on a one person /one vote basis, rather than the number of votes per individual being determined by the number of acres owned by that individual. Henken said that the Council could appoint an advisory board to study and make recommendations to the Council for further action on this issue. HAWLEY MOVED THAT JOHNSON, HENKEN, AND THE COUNCILS ATTORNEY WORK ON SETTING UP AN ADVISORY COMMITTEE AND FINDING VOLUNTEERS TO SERVE ON IT. The motion carried. Johnson advised the citizens from the District to notify the Council Office of the names of at least five persons who would be willing to serve on the Advisory Committee. EMERALD LAKE SIGHTING DISTRIC The Committee learned that a revised analysis from the Engineering Department indicated that 52% of the permanent residents of the District had signed the petition requesting formation of the Emerald Lake Lighting District. HANSEY MOVED TO RECOMMEND THAT THE COUNCIL PROCEED TO FORM THE DISTRICT. The motion carried. June 18, 1987 Page 2 RESOLUTION N 1HE MAITER OE THE WHATCOM COUNTY COMPREHENSIVE SIX- Y O D PROGRAM RS 88 JHROUGH 1993 HAWLEY MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION. There was discussion on the motion. Planning Director Dan Taylor requested that the Curtis Road program be added as number 27. HAWLEY MOVED TO RECOMMEND ADDING THE CURTIS ROAD PROJECT AS NUMBER 27. The motion carried. The main motion as amended carried. RESOLUTION AMENDING RESOLUJION NO 87-8, A RESOLUJION AMENDIN RESOLUTION NO 86-61, A RESOLU11ON TO CLOSE CEDARVILLE LANDEILL SITE BY AMENDING SECTIONS J AND 2 There was discussion about the new closing date for the landfill site. HANSEY MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION WITH A NEW CLOSING DATE OF SEPTEMBER 30, 1987. The motion carried.
