PUBLIC SERVICES COMMITTEE
February 5, 1987
The meeting began at 5:40 p.m. with Hawley and Johnson
present. Also present were Randy Watts, Chief Civil Deputy
Prosecuting Attorney; Marlen Hansen, Maintenance and Operations;
Ed Henken, Bob Jurica and Tod Rosinbum of Engineering; Don
Aicher, Margie Wickham, and John Bachmeier of Pacific Northwest
Bell; Jim White of Contel; and Carolyn Berry, Trudy Zwick, Doug
Phillips, Anne Jewell, Bud Jewell, Phyllis Lockwood, Victoria
Flynn, Sallee Curry and Margaret Curry of Lummi Island.
NEW APPLICATION FOR A CLASS C LIQUOR LICENSE BY CHARY ELDEN FLXNN
AND VICTORIA L NN FOR THE WILLOWS INN, S SHOBE
DRIVE. LUMMI ISLAND
Carolyn Berry spoke on behalf of Trudy Zwick, an owner of
property next to The Willows Inn, who opposed the liquor license
application.
Victoria Flynn, owner of The Willows Inn, spoke on behalf of
her liquor license application.
Hansey joined the meeting.
HAWLEY MOVED TO RECOMMEND APPROVAL OF THE LIQUOR LICENSE
APPLICATION.
The motion carried.
REORGANIZATION OF COMMITTEE: ELECT CHAIR AND SET DAY AND TIME OF
REGULAR METINGS
HANSEY MOVED TO APPOINT JOHNSON AS COMMITTEE CHAIR.
The motion carried.
The committee decided to schedule its next meeting for 6 :30
p.m. on February 19, but to delay setting a regular meeting time
until that date.
ORDINANCE RELATING TO THE INSTALLATION, MAINTENANCE AND
PROTECTION OF FIBER OPTIC CABLE SYSTEMS WITHIN COUNTY RIGHT-OE-
WAYS, EASEMENTS AND COUNTY -OWNED PROPERTY
Don Aicher, John Bachmeier and Margie Wickham of Pacific
Northwest Bell, and Jim White of Contel, spoke to the Committee
about the ordinance and urged that action be delayed pending
receipt of a report from a committee appointed by the County Road
Administration Board to develop state -wide, regulations for fiber

optic systems. Bob Jurica of the Engineering Department
concurred in this recommendation.
HAWLEY MOVED TO RECOMMEND THAT THE PUBLIC HEARING ON THE
ORDINANCE BE CONTINUED UNTIL THE FIRST COUNCIL MEETING IN JULY.
The motion carried.
ORDINANCE AMENDING NG OR1D-INANCE 83--,30 ASSIGNING THE NONEXCLUSIVE
FRANCHISE FROM G.T.CABLEVISION TO TCI CABLEVISION OF WASHTNNQJON
HANSEY MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.

DISCUSSION CONCERNING SPEED LIMITS ON COUNTY ROADS
A proposal to designate all unposted county roads as 35
m.p.h. zones, rather than 50 m.p.h. zones, was discussed. The
Committee agreed to request that Randy Watts draft for
introduction at the February 19 Council meeting a resolution to
designate all County roads as 35 m.p.h. zones unless otherwise
posted.
The meeting was adjourned at 6:45 p.m.
