PUBLIC SERVICES COMMITTEE
August 6, 1987
The meeting was called to order at 6:30 p.m. by Committee
Chair Johnson with all committee members present. Also present
were Public Works Director Paul Rushing and several residents of
the Bell -West Drive and Smith Way area.

Discussion on the petition was continued from the last
committee meeting.
Ken Girard presented to the committee a petition from some
residents along Bell -West Drive stating their opposition to
having the County take over the road. He stated that the road
was currently owned and maintained by the residents along the
road.
Orville Pfeifer of Smith Way presented the views of the
residents who had initiated the petition. He said that the
residents of Smith Way had easement rights to use Bell -West Drive
as an access road, and that they strongly objected to the
presence of the speed bumps on Bell -West.
The committee members discussed these issues with the
residents.
HANSEY MOVED TO RECOMMEND THAT THE COUNTY NOT TAKE OVER THE
ROAD.
Hansey noted that there was at present no benefit to the
County in taking over the road; that the road would have to be
brought up to County standards; and that the majority of the
current owners of the road, who would be required to pay for the
necessary work, were opposed to having the County take it over.
The motion carried.

It was noted that both applications lacked one or more
official signatures on the safety and health check -off list.
HANSEY MOVED TO SEND BOTH APPLICATIONS BACK TO THE
EXECUTIVE'S OFFICE BECAUSE THEY WERE INCOMPLETE.
The motion carried.

HAWLEY MOVED TO RECOMMEND APPROVAL OF THE APPLICATION.

The meeting was adjourned at 7:00 p.m.
