PUBLIC SERVICES COMMITTEE
April 2, 1987
The meeting was called to order at 6:35 p.m. by Acting Chair
Hansey with Hawley present. Also present were Council Member Dan
Warner; Executive Shirley Van Zanten; Randy Watts, Chief Civil
Deputy Prosecuting Attorney; Ed Henken and Dan Dickson;
Engineering; Paul Rushing, Public Works; and Larry Mount,
Sheriff.
ORDINANCE GAR I G THE MATTER PLACING STOP AND YIELD SIGNS ON
VARIQUS CQUNTY BOADS (LQNGDIN ROAD AND BENNETT AVENUE)
Engineer Ed Henken explained the ordinance.
HAWLEY MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE.
The motion carried.
RESOLUTION OF IHE WHATCOM COUNTY COUNCIL PROVIDING FOR THE
SUBMISSION TO TUE QUALIFIED ELECTORS 1HEREOF OF A PROPOSED
DRAINAGE DISTRICT AT A SPECIAL ELECTION BE HELD ON MAY j9j
1987 OF A PROPOSITION FOR THE CREATION OF A NAG E IMPROVEMEN
DISTRICT 0 BE KNOWN AS THE SU AS RIVER DRAINAGE 0 N
DISTRICT I H N WHATCOM COUN Y AND REQUESTING HE WHATCOM COUNTY
AUDITOR TO CONDUCT SAID SPECIAL ELECTION
Dan Dickson explained that while the Department of Natural
Resources had not been specifically notified of the February
public hearing on the district, as required by state law, the DNR
had in fact been represented at the hearing and had agreed to
waive their right to notice.
HAWLEY MOVED TO RECOMMEND APPROVAL OF THE RESOLUTION.
The motion carried.
DISCUSSION OF PROPOSED ORDINANCE ESTABLISHING CUTER CONJROL IN
WHATCOM QOUNJY
Executive Van Zanten explained the need for the ordinance.
Sheriff Mount advised that some changes be made to the
ordinance, including making violations infractions rather than
misdemeanors; providing that identification found within litter
be grounds for citation; and enlarging the scope of the ordinance
to include watercraft.

The Committee agreed that the recommended changes should be
made, and the ordinance submitted for introduction at the next
Council meeting.
The meeting was adjourned at 7 :00 p.m.
